Drug and Non-Drug Evidence Custodian GS-0303-07/08

As the BDEC, NDEC, High Value and Fleet Custodian I was in charge of processing all drug / non-drug evidence as well as High Value evidence to include OGVs that were submitted to the Corpus Christi Regional Office. I was solely responsible for cataloging, verifying proper collection, packaging and destruction of all evidence. I utilized Department of Justice’s sensitive and classified computer systems daily while working with other federal agencies such as the US Border Patrol, Homeland Security, FBI and US Marshals Service. I also worked with independent contractors (convoy / destruction security) coordinating transportation of sensitive materials. I spent a good deal of time meeting with and coordinating our contractor maintenance crews that worked at our off site Bulk Drug warehouse. I used both light and heavy forklifts as part of my daily processing and storage of bulk drug pallets. I also drove our large cargo trucks with 3,000 to 10,000 + lbs. of sensitive cargo. I was able to accomplish reorganizing the Bulk Drug Warehouse bringing our process and facility into compliance with the DEA standards. I was also able to accomplish reorganizing the non-drug evidence room in an attempt to make the “out to agent” and “return to vault” process more efficient.

Emergency Room Technician.

As the ER Tech it was my role to assist the Doctors and Nurses with the multiple support task that were requested. Everything from checking patients in, triage to assisting with in room care like sutures, IV maintenance, and other procedures. I also performed a wide verity of procedures independently such as splinting/casting of possible broken bones, wound care, blood and culture collection. I also conducted drug and pregnancy testing. With my duties I was on the Code Blue response team and have performed CPR dozens of times in that setting. The ER Tech also has data entry, supply distributions and phone duties. My most impactful accomplishment in the ER would have to be the time I was able to subdue a mentally disable man who was very confused and acted out violently and was attempting to leave the facility. With my 20 years of experience working with disabled children I was able to talk him down and prevented him from harming himself or anyone else.

As a Host Home Contractor I provided in home care for an adult with moderate mental and physical disabilities. A large part of my responsibilities was teaching / coaching my client with life skills, speech therapy, proper diet and exercise. We worked heavily on developing independent skills such as doing laundry, cleaning, understanding her funds and banking as well as dressing appropriately for work and preparing the client’s own meals. My client had a rare metabolic disorder which require me to stay on top of the client’s medical care with various doctors and specialist spread throughout the state. This required specialized medical knowledge of medications and reactions. This line of work requires a great deal of attention to detail and organization. Using office works, spread sheets and other programs to keep up to speed. I was required to have nightly, weekly, monthly, quarterly, and annual reports completed on time without exception. I also had to submit financial and monthly inspection reports. My client made huge strides in the vital life skills but the biggest accomplishment was actually when the client “graduated” form her speech therapy. The client had improved it’s speech so much that the client tested out of speech therapy.

My most impactful accomplishment in the ER was drawn from my time as a medic in the Army. I was able to triage a patient who I thought didn’t appear “right”. I took him back immediately. He was about to have an MI/heart attack. My quick reaction allowed the medical to staff to treat the patient before he coded.

Sergeant Shirley completed Army Basic Training in February, 1995. Completed Medical Specialist course in May, 1995. Assigned to the 109th Medical Battalion and was
treatment NCO. Later as a member of the 113th Cav. he received scout training and
became a proficient tracked vehicle driver. He gathered many skills with the various type
of units he was assigned. Including becoming proficient in crew weapons, air evac and
lift operations as well as Command during convoy opts.
In October, 2003 Sergeant Shirley was deployed as part of Operation Enduring
Freedom. As the medic for a scout team he took part in the rescue mission of Greek
soldiers in the town of Urosvc, Kosovo. He was injured and returned home August,
2004. Sgt Shirley remained on active duty and worked as a Unit Administrator Assistant until completion of knee surgery and rehabilitation. In August 2005 after a full recovery he
then volunteered for deployment in Operation Iraqi Freedom taking a drop in rank to
remain in a Line medic slot. Now, at the rank of Specialist he was placed in charge of a team of six medics, four ambulances and over 3 million dollars’ worth of medical equipment. Sgt. Shirley ran night operations for these trauma crews stationed out of Abu Ghraib, Iraq. His
“night crew’s” missions ranged from detainee care, medvac operations with both ground
and air assets, QRF with over 8,000 miles of convoy ops logged along with over 600 flight hours, treating U.S. and Allied troops as well as treating wounded civilians and detainees. Sergeant Shirley is a credited with treating over 900 detainees, civilians and allied troops during Operations in Anbar Province while at Abu Ghraib FOB. He also took it upon himself to set up
individual physical therapy work outs for each of his soldiers in an attempt to make his team more physically and mentally fit.
