PERNIX GROUP 08/2018 TO PRESENT
Kampala Uganda – Quality Control Manager for $131 million US Embassy/ OBO design build project which will add a new NOX of approximately 4,452 sq. meters, a new Main, Consular, and Service Access Control facility, a new Support Annex
for Facility Maintenance and Vehicular Maintenance Shops, Utility Building, and a partial underground parking structure for official and staff vehicle for a total of approx. 231 parking stalls. The project will include new compound perimeter security
walls and substantial modification to site utility infrastructure. The work will be accomplished using a Turkish subcontractor and local skilled and unskilled labor overseen and supervised by cleared American worker superintendents. The majority of
the concrete will be produced and delivered with onsite batch plant using a local batch plant as back. QCM responsibilities include overall project quality management program, including submittal review and upload to Projnet, inspections, assisting
with selection and approval of key project personnel, plan reviews, implementation and enforcement of the 3 phase inspection process, chairing weekly QC meeting, and overseeing the PE department to ensure drawings are kept updated and
available for supervisors personnel to use.

COSMOPOLITAN INC. 02/2018 TO 08/2018
Adana Turkey – Quality Control Manager / Assistant PM for multi phased $23 million US Embassy / OBO design build project to fabricate, deliver and install 26 hardened, transportable facilities to provide safe living quarters and office space,
including two 60 minute rated safe havens for Embassy personnel. Project includes upgrades to the existing electrical distribution system, construction of a 100,000-gallon fire suppression water tank, new fire pump building, installation of new
6-inch C900 and ductile iron underground fire suppression system, TSS IDNS, new Fire Alarm panel, wiring, and devices, and communication system upgrades. Phase 2 work includes construction of a new cast in place concrete generator building
with FEBR doors and louvers, installation of a new 400kw emergency generator set with 25,000-gallon underground fuel tank and related fuel piping, and monitoring systems. Responsible for the overall project quality management including
assisting with selection of project personnel, review of bids and selection of local sub-contractors, change orders, REAs with OBO, overall guidance and direction to project staff, schedule and work completion, and profit lose responsibility.

WESTON SOLUTIONS INC. 06/2017 TO 02/2018
Madrid Spain – Construction Manager and QCM for $35 million U.S. Embassy DAO/FBI/USSS upgrade project. As senior manager on site I was responsible for daily work assignments and oversite, maintenance of schedule, enforcement of safety
policy, quality control and production. The work included a full “max demo” of two floors of the Embassy and complete renovation of classified facilities for three tenant agencies. The complex multi-phase project was made more difficult by the
lack of swing space which required the existing tenants to be moved several times during the project. Additionally all electrical, telephone, TSS and other special systems had to remain fully operational throughout the project. All work was performed by Cleared American Workers on nights and weekends. Project was completed on time and within budget.

ENVIRO-MANAGEMENT & RESEARCH 06/ 2015 to 06/ 2017
Vilnius Lithuania – Quality Control Manager for a $45 million multi-phase / multi discipline US Embassy upgrade project. The two year project consisted of building a new PCC in the existing Embassy that required adding a new raised roof and demo of the existing roof to create a 3rd floor;  construction of two new multi-story stair towers for emergency egress; construction of a new concrete PCC generator building complete with generator and all associated switch gear and electrical distribution systems; removal of an existing underground fuel tank and installation of a new 10,000 gallon underground tank with fuel level monitoring and leak detection, and underground distribution piping to a remote fuel point; installation of 3 foam-glass roof systems; construction of a new rear CAC complete with two anti-climb sliding gates to create a Sally Port, and anti-ram wedge barrier; construction of a new access road and a concrete apron with oil water separator for the fuel truck; demo and reconstruction of 100 feet of existing anti-ram wall and construction of new anti-ram / anti climb wall tying the new CAC into the existing perimeter walls; renovation of existing main CAC by adding a new anti-climb gate, additional anti-climb fencing, anti-ram wedge barrier, and upgraded cameras and lighting; installation a new fire sprinkler system in 5 buildings and a new 6 inch underground fire main including 5 new fire hydrants, and connection points to each building

CADDELL CONSTRUCTION 01/2015 to 07/2015
Brussels Belgium – Quality Control Manager for $95 million new NATO HQ OBO Secure facilities fit out project. I was responsible for the administration and implementation of the quality control program as provided by the Quality Control Plan. My sole duties and responsibilities were to assure compliance with the contract documents thru the 3 phase inspection process and to communicate with the project management and supervision on matters regarding daily functional operations as well as non-compliance matters.

GREENWAY ENTERPRISES 03/2013 to 12/2014
Asuncion Paraguay – Project Manager for Physical Security Upgrade Project at the U.S. Embassy. I had complete project control including profit/loss responsibilities for the $12 million project. The project included  construction of a safe haven in an existing facility which required installation on new FEBR doors and windows and lining the walls with plate steel; demo of a 75 foot section of existing perimeter wall, building a temporary anti-ram anti-climb barrier and construction of a new pedestrian and vehicle entrance CAC; installation of new bi-fold speed gate and anti-ram wedge barrier; renovation of existing main CAC to include 2 new anti-ram wedge barriers, new anti-climb fencing, new FEBR doors and windows, TSS upgrades, cameras, and lighting. Additional work included compound wide (approx. 15 acres) new perimeter lighting, and cameras.  The work was completed by three local Paraguayan contractors, and Cleared American Workers.

Riyadh Saudi Arabia – Project Manager on a short term contract to assist with completion of design and bid packages for a $400 million community development construction project.

KASEMAN – SALLYPORT INT. (KSI) 01/2012 to 10/2012
Belgrade Serbia – Project Manager responsible for construction of all Controlled Access and Secure Core areas in the newly constructed American Embassy. I had complete project control including and profit/loss responsibilities for the $35 million project. I managed through subordinate managers and supervisors 50 – 60 specialized crafts workers to successfully complete the project. Other responsibilities included proper administration of construction contracts, supervision of assistant managers, review of their reports, checks on any reported difficulties, and correcting any safety violations or other reported deficiencies. Tracked and controlled construction schedule and associated costs to achieve completion of project within time and monies allocated.

IAPWS-URS LLC 02/2010 to 04/2011
Republic of Djibouti, Africa – Project General Superintendent / Construction Manager
I was responsible for construction of a secure Special Operations Command and Control Element (SOCCE) facility at Camp Lemonier Djibouti, Horn of Africa. The $40 million project consisted of constructing five buildings approximately 10,000 SF each, two of which met Sensitive Compartmental Information Facility (SCIF) requirements; installation of a 100,000 gallon glycol chilled water system; a redundant electrical system with UPS and standby generators, several thousand cubic meters of placed and finished concrete, a complete underground utility system, and interior finishes, lighting etc. The project was constructed using three local contractors, and up to 110 Cleared American Craftsmen. My responsibilities included daily technical and managerial oversight of the project, supervision of the workforce through foremen and general foremen, cost control, scheduling, resolution of design issues, quality, and safety.
