Provide transformational leadership to correct and improve systems and processes, including financial errors and reorganizing the structure of the city. Ensure quality and control in all departments including Financial Administration, Electric, Solid Waste, Water & Sewer Enterprise Utilities, Planning and Zoning, Police, Public Works, Parks and Recreation Departments.

- Spearheaded and directed the successful transition of a $40M dollar private to public Wastewater Treatment Facility Operations and Management (2019).

Supervised and directed operations within the Sheriff’s Department and managed over 45 employees and a $3M budget. Ensured regulatory compliance and safe practices in all operations including Patrol, Investigations, E-911 Communications, Jail Divisions and the Civil Department. Conducted job performance evaluations and all HR functions. Also oversaw internal and external strategic planning to coincide with county and state visioning for law enforcement agencies. Operation Hermes International Emergency Response Team Leader 2016 – Thessaloniki Greece, Team Leader for 10 medical professionals to Thessaloniki, Greece to assist and maintain continuity of clinical care for the refugee crisis. As team leader and filling in as project manager for a transition in leadership, I was responsible for meeting with National Directorates and follow on meetings with the Ministry of Health to share the importance of hardened structures and the quality of life by providing daily access to medical services for on site for refugees. The mission was to provide a model environment to help divert a burden off the local emergency services which were all recovering from their own economic crisis. The scope was to provide a sustainable clinical environment and aid in the transfer of authority to nationally operated NGO and the Greek Government. The team also worked to establish permanent personal and health records to aid the refugees in their transition to and achieve visas for further documentation and travel. Received a Commendation Letter from the President of the United States for Humanitarian efforts.

Captain Military Intelligence Tactical Intelligence Officer, 185th Regional Support Group Army National Guard 2014-2015: As an executive Staff Officer position I was responsible for reviewing subordinate commands of approximately 250 soldiers and their operational control and responsibilities to identify unit strengths and weaknesses to ensure mission readiness. In addition, I reviewed combat operations and developed of courses of action for exercises during Annual Training for the units responsible to the 185th and provided Level I Anti-Terrorism training.
Commander Headquarters Detachment 734th Regional Support Command. 2011- 2014: Responsible for day to day operations, sustainment, training, professional development and administration of the 734 RSG Head Quarters element providing life quality and logistical support to approximately 850 soldiers and subordinate units. Additionally, responsible for planning and executing individual training of the Soldiers and collective training of the headquarters towards full mission readiness in support of the Iowa National Guards federal and state emergency missions requirements. Responsible for annual budget planning, sustaining mission readiness of materials and property valued at over 22 million dollars.
Captain Military Intelligence Tactical Intelligence Officer, 734th ADT Army National Guard 2010-2011: Selected as a Staff Officer for a special team designed to mentor and develop government operations in Kunar, Afghanistan the most remote and kinetic environment during this time. The staff was all specially trained in governance and key leadership procedures to sustaining legal large-scale government projects. I was responsible for Tactical Operations Center supervising all source intelligence for combat operations by threading information involving enemy activity with sensitive reporting to determine the enemy courses of action to help determine the best projects for the local government. My responsibilities also included monitoring command personnel involved in mentoring host nation Provincial Government Officials to recognize, assess and recruit Human Intelligence sources and report accordingly. I managed a team of local national and US interpreters with a budget of three million dollars in payroll and equipment. Most pertinent to my performance was attention to detail in reviewing information of multiple sources of reporting to determine High Value Targets and successful planning and implementation of missions to support civilian and military operations.
Key Contributions: During deployment I mentored an Afghanistan Security Force Assistance Team on basic police procedures based out of Asadabad, Afghanistan assigned to work with the local national police force in developing and maintaining a district police station of over 300 Police Officers and special divisions. I was responsible for discovering extensive theft ring which resulted in a large scaled international criminal investigation lead by the Special Investigator General for Afghan Reconstruction. I worked directly with OGA providing sensitive reporting on government and non-government operations. I was awarded the Bronze Star for exceptional meritorious service during combat operations. Operation Enduring Freedom Kunar Afghanistan.
1 LT Military Intelligence Tactical Intelligence Officer, 734th Regional Support Group Army National Guard 2007-2009: Professional duties included review of combat operations and development of courses of action for exercises during Annual Training. Supervision and mentoring of junior intelligence soldiers. My responsibilities were to conduct Level I Anti-Terrorism briefing for National Guard units and review subordinate commands operational, security procedures and intelligence security measures. In 2008, I lead a team responding to the Iowa floods with the National Guard assigned to the community of Columbus Junction and the outlying rural area, Iowa for all phases of emergency management of Mitigation, Preparedness, Response and Recovery. My team remained on scene after the levy broke causing major damage to homes, businesses and municipal infrastructure displacing many of the town’s residents. Our team provided logistic and operational support establishing water purification and aid stations.
1 LT Military Intelligence Tactical Intelligence Officer, 1034th Combat Sustainment and Support Battalion Army National Guard 2006-2007: Assigned to the Operations Cell who were responsible for sustainment of over 25,000 civilian and military personnel and subsequent bases in Northern Iraq. I supervised all source intelligence section in support of combat operations analyzing enemy activity with human, imagery, and counter- intelligence sources. I was later assigned Detachment Commander for the remainder of the deployment after the presiding Commander was relieved.
Key Contributions: I was assigned to an Indirect Fire (IDF) Analysis team, reviewing IDF attacks against our base to identify times of future attacks. The team worked with the battle space owner in order to defeat enemy activity and the local population to assess their needs. With three months left in the combat zone I was selected as the Detachment Commander responsible for 2 billion dollars in assets and operational equipment. Center 2003-2005 In 2005 I was mobilized for Hurricane Katrina with the Iowa Army National Guard as the Operations Officer in Charge for the Rear Detachment supporting all logistic operations for over 300-member response team providing support in Louisiana. In conjunction with Louisiana we established a quick care and relief station at the Iowa State Fairgrounds for displaced disaster families relocated to Iowa.
In 2007, I was temporarily reassigned to the 185 ROC and deployed to for a temporary assignment with the 185th ROC to train and assist Japanese military in governance and Joint Forces intelligence and operations.
