Summary
I have 30 years of international experience in construction project management, notably in the fields of bulk earthworks, sewer and water infrastructure, railway rehabilitation, and the construction of rigid concrete highways, pre-engineered facility buildings, taxiways, asphalt concrete paving and force protection.
My primary achievement over the past 14 years has been the successful project management of fast-track design-build projects for a prominent CWI client – the US Army Corps of Engineers (USACE) – under difficult war circumstances in Afghanistan and Iraq. During my time in these countries, I managed and mentored a multi-disciplinary team of construction and engineering professionals in various domains, including finance and administration, logistics, procurement, human resources, security, and design engineering. I can account for significant project progress and success under my management, my well-developed skill set having aided me greatly in conducting the necessary strategic planning as well as project design and implementation.
Other areas I have, over the years, gained experience in include safety management, subcontractor management, quality control, project planning and scheduling, budget control, cost forecasting, formulation and submission of cost proposals, and contract-related client correspondence. Two skills of mine that should not be undervalued in the business world are relationship building and team encouragement.

Contrack Watts, Inc.: Japan (April 2019– Present)
The position currently is that of the Senior Project Manager with Contrack Watts-Uejo Kogyo JV to manage the construction of 14th Missile Defense Battery Company Operations Complex in Kyogamisaki, Kyotango-Shi. This is a design-bid-build project based on a firm-fixed-price contract with United States Corps of Engineers (USACE). This is the construction of the 100 soldier accommodation, dining and recreation Soldier Support Facility, Office and classroom 2 storey Operations and Support Facility, Utility Facility, Pump House and Water Tanks for the Fire Suppression System, Security Access Buildings, Perimeter Security Fencing & Lighting, Utilities and Asphalt Parking. The contract magnitude was U$39.8 million. My responsibility was to oversee the project at 20% construction to completion within the scheduled completion date keeping to budget and standard procedure constraints. The construction is being performed by Civil, Mech and Electrical Subcontractors.
Contrack Watts, Inc.: Iraq (June 2015 – April 2019)
The position I held was that of Senior Project Manager overseeing the construction of the F-16 Support Facilities, Package 6, Balad Airbase, Iraq. This design-build project was based on a firm-fixed-price contract with USACE and included the construction of 15 new facilities for the F-16 Aircraft Training, Operation and Aircraft Maintenance The facilities included an 84-room aircraft maintenance hangar for 7# F-16 aircrafts, a fuel cell maintenance hangar, a missile maintenance hangar, and a 62-room squadron headquarters building and also housed two flight simulators. The contract magnitude was U$50.7 million. My responsibility was to oversee the project from Notice to Proceed (NTP) to completion within the planned time period, keeping to budget and standard procedure constraints. The construction was performed by Subcontractor Seventy Seven Construction Company and the management by CWI.
Contrack International: Afghanistan (May 2013–2015)
The position I held was that of Senior Project Manager of the Westside Utilities Infrastructure Project at the Bagram Airfield, Afghanistan. This design-build project was based on a firm-fixed-price contract with the client, USACE, and entailed various improvements and expansions on the Bagram Airfield utility sewer and water network. The contract magnitude was U$11.9 million. My responsibilities included overseeing the project from NTP to completion within the planned time period, keeping to budget and standard procedure constraints. The project was self-performed and included life support and accommodation (LSA), office and workshops establishment, and management.
Contrack International, Inc.: Afghanistan (Dec 2011–2013)
The position I held was that of Senior Project Manager (Construction) in the relocation of the North Airfield Road, North Area Utilities Phase 2, Kandahar Airbase, Afghanistan. This design-build project was based on a firm-fixed-price contract with the client, USACE, and entailed various improvements and expansions on the Kandahar Airfield’s utilities, sewage, water and roads network. The project value was US$18 million. My responsibility was to oversee the project from NTP to completion within the planned time period, keeping to budget and standard procedure constraints. The project was self-performed and included life support and accommodation (LSA), office and workshops construction and management thereof.
Contrack International, Inc.: Afghanistan (Jan 2011–Nov 2011)
The position I held was that of Senior Project Manager in the construction of the MSA/ASP Camp Bastion, Helmand. This included the construction of the ammunition supply depot, which consisted of 48 munitions storage pads, 39 oval-arch earth-covered magazines, buildings, power grids, a road network and force protection. The project, valued at US$50 million, was based on a firm-fixed-price contract with Lakeshore Engineering Services Co. whose client was the Airforce Center for Engineering and the Environment (AFCEE).
Contrack International, Inc.: Afghanistan (July 2009–2011)
The position I held was that of Senior Project Manager of two projects. The first project, valued at U$27.7 million, was the construction of the Intelligence, Surveillance and Reconnaissance (ISR) ramp at the Kandahar Airbase. This entailed, more specifically, the construction of the ISR apron, a taxiway, 8 fabric aircraft shelters, 2 sunshades and a fire suppression system. The second design-build project, valued at US$11.5 million, entailed the construction of the CAS ramp and Rotary Wing apron, as well as ASP upgrades at the Kandahar Airbase. Both projects were self-performed and ran simultaneously. This included the management of the LSA (Life Support Area) , and the establishment and management of an office, workshops, a batching plant and a laboratory.
Dyncorp International: Afghanistan (March 2007–2009)
I performed the Country Construction Management under the CIVPOL (Civilian Police Program) upgrading the Afghan Police Regional Training Centers (RTCs) in Herat, Kunduz, Kandahar, Mazar-e-Sharif, Jalalabad, Kabul and Gardez. The project, valued at US$20 million, entailed the expansion of the RTCs and the construction of new firing ranges. I was responsible for preparing the scope of works (SoW), arranging of project drawings through the AEM Design Firm, preparing a rough order of magnitude (ROM) costing, appointing subcontractors, and managing all construction with the support of engineering staff.
Contrack International, Inc.: Afghanistan (Oct 2005–2007)
The position I held was that of Project Manager in the construction of the Lashkargah ANA (Afghan National Army) Brigade in Helmand Provence, Afghanistan. The project, valued at U$67 million, entailed the construction of a complete military base that was to house approximately 3 000 Afghan soldiers, trainers and supporting personnel. The facilities included barracks, latrines, workshops, a clinic, headquarters, a dining facility (DFAC), a power plant, fuel tanks, a waste water treatment plant (WWTP), roads, a well pump house, training facilities, guard towers, a stone perimeter wall, a helicopter pad, force protection fencing, and all utilities.

Balfour Beatty: Milton Keynes, England (2003–2004)
The position I held was that of Package Manager on the Watford-Milton Keynes Railway Rehabilitation Project. I was responsible for overseeing the installation of relocatable electrical buildings (REBs) along the railway. This work entailed the preparation of a methods statement, obtaining approval for it from Network Rail, booking railway activity possessions, protective staff, and programming works. Other duties included plant and material resourcing; piling works; managing the installation of prefabricated steel platforms and the construction of access roads; mobile crane planning and management to install REBs; and, finally, managing the fencing subcontractor. Interaction with the client (Network Rail), subcontractors, as well as design and planning departments was required.
Grinaker-LTA Earthworks West Africa: Mogoditshane, Botswana (2001–2004)
The position I held was that of Site Agent on the LTA/CCC Mogoditshane Water & Sewer Reticulation Project, valued at 200 million pula. I was responsible for the management of civil earthworks foremen, the soils laboratory, excavation and backfilling teams, subcontractors in the construction operations of drill and blast, the excavation and installation of 100km primary and secondary GRP and PVC sewer pipe lines, manhole construction, road material subgrade, crusher run, asphalt paving and batching, priming, planning, costing, material procurement, and scheduling.
Dorstland Construction: Mafikeng, South Africa (2001)
The position I held was that of Site Manager over civil earthworks foremen, staff at a concrete batching plant and soils testing laboratory, and subcontractors responsible for the construction and laying of 3 x 3m haunch skew culverts over a distance of 10 km, the repositioning of waterlines and 4 km of roadworks.
Yonkhe Agencies (Pty) Ltd and Light Compaction Equipment cc: Mbabane, Swaziland and Johannesburg, South Africa (1993–1999)
I was the owner and director of two plant hire companies that hired out and maintained company-owned backhoe loaders, water trucks, chip spreaders, pedestrian walk-behind rollers, rammers, plate compacters, pneumatic-tired rollers and Hiab trucks. There were 60 items of equipment in total. General earthmoving equipment sales were also made.
LTA Earthworks North (Pty) Ltd: Molepolole, Botswana and South Africa (1991–1993)
The position I held was that of Site Engineer on Project Eagle for the client Botswana Air Force. The project entailed the construction of aprons, runways and taxiways. My responsibilities included designing the concrete aprons’ joint layout to accommodate 7.5m concrete train; controlling the curing periods of paved concrete by means of sail cover; overseeing the foremen responsible for saw cutting the concrete; ordering and overseeing the placement of pavement reinforcement mesh, stools and dowel bars; quality control sign-off inspection before nightly concrete pours; the procurement of curing compound materials and expansion joints; and writing daily reports.
National Military Service in the South African Defense Force (1990)
During my military service, I was awarded the rank of Lieutenant in the Engineers Corps.
LTA Earthworks North (Pty) Ltd: Lesotho, South Africa (1989)
The position I held was that of Site Engineer on the Lesotho Highlands Water Project Leribe to Halejone Access Road Construction. I was responsible for supervising the manufacturing and installation of reinforced earth concrete panels, side drain construction, “drilling and blasting”, and “doze to spoil” operations.
LTA Earthworks North (Pty) Ltd: Ladysmith, South Africa (1987)
The position I held was that of Site Engineer on the Ladysmith-Bergville Toll Road Construction Project. I was responsible for the weekly cost reports and site management of medium drain as well as side drain construction.
Gillis Mason (PTY) LTD: Swaziland (1986)
The position I held was that of Site Engineer managing batch plant concrete production, laboratory supervision, survey levels and center line checks on the bridge abutments, and the construction of piers and decking over the Ngwavuma River.
