GENERAL STAFF INTELLIGENCE DIRECTORATE (GSG2) SYSTEMS ADVISOR, MINISTRY OF DEFENSE (MOD)(DYNCORP / NEW CENTURY), KABUL, AFGHANISTAN
Trained, advised, assisted and mentored (TAAM) the Systems Director and staff of the Afghanistan National Army (ANA) Ministry of Defense’s (MoD) General Staff Intelligence Directorate (GSG2) for the past 63-months. Assisted with implementation and training of collaborative systems, All Partners Access Network (APAN) & Protected Internet Exchange (PIXToday) within GSG2 and Coalition contractor support cell; assisted with development and integration of AAF/targeting related modules for the National Information Management System (NIMS). Initiated development of APAN Group to create GSG2 repository of Intelligence Training Center course material and the translation into Dari, Pashtun and English. Provided advice and expertise on development of a monitoring program for current and future network operations. Advised and assisted with implementation of GSG2 Harris Radio fielding involving RT-7800H High Frequency (HF) radios to replace obsolete DATRON equipment and RT-7800W Ethernet radios to provide network connectivity in the absence of fiber-optic or other cabling between sites.

Advised the Systems Director and his staff in accountability and maintenance procedures, as well as documenting equipment on the unit property books; worked with other contractors to install new communications systems from the Ministry of Defense, through the corps and brigades, to the battalion/company level for intelligence systems and technical support required for their operations. Developed operational concept of Video Portal for ANA to incorporate input from all available Intelligence, Surveillance and Reconnaissance platforms (Aerostat, RAID Tower, Scan-Eagle) within the ANA. Developed solution for integration of video-feed from various ANA ISR platforms to utilize VBrick video convertor equipment; prepared procurement plan which was validated by Combined Security Transition Command – Afghanistan; assisted with receipt of $250,000 of U.S. Government supplied equipment, transfer of equipment to the ANA GSG2 and deployment to gaining units, continued technical assistance and support during installation phase to the present. Developed programs of instruction (PoI) for communications related subjects as well as Microsoft Office Suite products, trained instructor personnel to professional level of expertise and transitioned these courses and material to the Intelligence Training Center (ITC) for integration into the annual training plan. Initially developed then revised the GSG2 Systems Directorate Standard Operating Procedure (SOP).

Performed information management officer (IMO) and Advisor Network Tool (ANET) subject matter expert (SME) support to a 29-person team of Coalition Contractors. Served as the Section Leader for the eight person Sustainment Advisory Team providing the GSG2 staff and cadre with TAAM support for: logistics; programs & budget; command, control, communications, computer, intelligence, surveillance and reconnaissance (C4ISR) systems; Communications-Electronics Maintenance Management; Information Management; and the ITC.

CHIEF OF COMMUNICATIONS ADVISOR, MINISTRY OF INTERIOR (DYNCORP / ARMA-GLOBAL), KABUL, AFGHANISTAN
Advised and mentored the Chief of Communications and his staff in developing effective voice and data networks to enable independent planning, programming, and management of police communications assets throughout Afghanistan. Assisted with development of Programs of Instruction (POIs) for communications related material. Provide advice and expertise on development of a monitoring program and make recommendations on current and future network operations. Advised the Chief of Communications and his personnel in accountability and maintenance procedures, as well as documenting this equipment on the unit property books; conducted a hand-over of $3.7M of CODAN High Frequency (HF) Data Radio Systems provided by the International Community for establishment of a nation-wide police intelligence data network which was properly accounted and signed for in accordance with U.S., Afghan and International Security Assistance Force (ISAF) standards. Advised and assisted with the development of new communications architectures and the identification of gaps in the existing architectures to enable new equipment acquisitions through the Command Program Review Process. Worked with other contractors and SME’s to install new systems from the national headquarters down, through the provinces, to the district level.

CHIEF OF SPECTRUM MANAGEMENT ADVISOR, MINISTRY OF INTERIOR (DYNCORP / ARMA-GLOBAL), KABUL, AFGHANISTAN
Advised and mentored the Chief of the Spectrum Management section, of the Ministry of Interior (MoI) in the allocation of resources to support increasing user requirements. Assisted with development of a formal system to request and assign frequencies, which complied with the International Telecommunication Union (ITU) and NATO Spectrum Management policies and procedures. Worked with Mentors for Afghan National Army (ANA) Ministry of Defense (MoD) GSG6 & National Directorate of Security (NDS) Chief of Communications, as well as, the Spectrum Management Cell of the ISAF CJ6 to develop and establish a spectrum management coordination cell at the inter-ministerial level; this cell was formalized at a signing ceremony by senior representatives of ISAF CJ6, MoI, MoD, NDS and Afghanistan Telecommunications Regulatory Authority (ATRA) (a precedent setting event). Conducted coordination with NATO training assets, in Italy, which resulted in deployment of a NATO mobile training team which provided multiple iterations of basic spectrum management training in Kabul for personnel of MoI, MoD and NDS.

COMMAND, CONTROL, COMMUNICATIONS, COMPUTERS (C4) MENTOR, MINISTRY OF DEFENSE (MPRI), SARAJEVO, BOSNIA AND HERZEGOVINA
Provided staff assistance and guidance with implementation of U.S. Signal doctrine and policy at the Ministerial level of the newly formed Command, Control, Communications, and Computers (C4) Directorate of the Bosnia and Herzegovina (BiH) Ministry of Defense (MoD). Assisted the C4 staff with development and implementation of a modernized automation architecture for the headquarters and out-sites. Assisted with transition of communications doctrine from former Yugoslav/Soviet to U.S./NATO models. Provided instruction on, and assisted with, fiscal planning, near and long-term budgeting and identification of unforecasted requirements. Conducted regular liaison activities with the NATO HQ-Sarajevo, US Embassy-Sarajevo and subordinate Defense Ministries for the Republic of Srbska and BiH Federation. Developed an organizational structure for all military communications/signals units of the Armed Forces of BiH from tactical to strategic level which was accepted and approved by NATO HQ-Sarajevo for implementation.

SENIOR SIGNAL TRAINING ADVISOR, SPECIAL OPERATIONS GROUP, ABU DHABI, UNITED ARAB EMIRATES
Trained, advised and assisted the Commander of the U.A.E. Special Operations Group/Command and his staff. Analyzed and developed a formal Standard Operating Procedure to integrate various communications systems with unit operations. Coordinated the development of training material for communications operators and repair technicians. Developed instructional material for non-communications subjects during shortages of advisory personnel.

Selected to design communications architecture to support the 2000 Gulf Cooperative Council meeting held in Abu Dhabi, U.A.E. Trained numerous operators and support personnel in the implementation of this system. This communications support was cited as outstanding by the Commander of the Special Operations Command.

DIRECTOR, COMMAND, CONTROL, COMMUNICATIONS, COMPUTERS AND INFORMATION MANAGEMENT (C4IM), HQ-CJSOTF (IFOR & SFOR), SARAJEVO, BOSNIA AND HERZEGOVINA
Coordinated and supervised installation of secure telephone and radio communications systems (voice and data) in support of Allied Special Operations Forces. Procured, installed and maintained over two hundred computer systems to include terminals in a NATO classified local area network (LAN) and various ancillary equipment (printers, scanners, facsimile machines, etc…). Managed the operation of a multi-channel satellite terminal providing telephone trunking service between Sarajevo and Central Germany. Conducted liaisons with various multi-national elements throughout the country to provide radio and telephone communications between these elements and their national home-base governments. Coordinated with all Multi-National Divisions for interoperability of communications during combined operations.

SENIOR COMMUNICATIONS TRAINING ADVISOR, SANG SCHOOL OF SIGNALS (VINNELL), RIYADH, SAUDI ARABIA
Advised and assisted the Commandant of the Saudi Arabian National Guard School of Signals (SANG NGSS), in Riyadh, Saudi Arabia, as an element of the SANG Modernization Program. Assisted with the implementation of newly adopted United States Military Doctrine and the integration of the institution into the Centralized Military Schools System. Assisted with the integration of new radio systems training into the current Programs of Instruction for Communications Operators and Technicians. Liaised with the Ministry of Defense – United Kingdom (UK) Training Advisory Group on integration of land mobile radio training into the school curriculum (provided by UK Contractor). Analyzed and developed a formal personnel structure modernization for the NGSS Instruction and Support Cadre.

SIGNALS OPERATIONS DIRECTOR, 1 BN, 1 SPECIAL FORCES GROUP, OKINAWA, JAPAN
Managed high frequency (HF) and satellite voice and data communications planning and operations for 21 twelve soldier teams operating throughout the Pacific/Indian Ocean areas. Directly supervised a telecommunications center (TCC) which operated continuously over 300 days a year supporting deployed Special Forces Operational Alpha & Bravo detachments conducting operations throughout the US Pacific Command AOR. Directly managed an automation budget of $300K for upgrade of the information management architecture for the battalion headquarters and all subordinate elements. Managed a communications center which provided uninterrupted HF and satellite voice and data service for disaster relief teams in Bangladesh after a destructive cyclone in 1991.

SIGNALS OPERATIONS DEPUTY DIRECTOR, SPECIAL OPERATIONS COMMAND – CENTRAL, SAUDI ARABIA; KUWAIT; IRAQ
Planned and managed the operations and maintenance of a tactical telecommunications center (TCC), digital telephone and data switching network supporting a Special Operations Command headquarters and seven separate signal centers during the Gulf War. Re-established communications for the American Embassy during combat operations which resulted in the liberation of Kuwait City. Provided Communications Security (COMSEC) support to subordinate elements as required during combat operations.

ASSISTANT OPERATIONS OFFICER & COMPANY COMMANDER, FORT BRAGG, NORTH CAROLINA; SAUDI ARABIA
Planned the aerial deployment of 690 soldiers and sea-lift of 7,700 tons of matériel to Saudi Arabia during the Gulf War buildup. Supervised the operations of special compartment information (SCI) communications network located in the Arabian Peninsula. Managed the planning cell which successfully reacted to constantly changing loading priorities and schedules for movement of personnel and matériel.

As a Company Commander, planned training, welfare and general management of 275 soldiers and 47 communication systems providing SCI encrypted data communications for intelligence systems and technical support to the XVIII Airborne Corps Intelligence Community. Supervised the operation of an organizational supply facility which maintained $16M of matériel. Planned and supervised the COMSEC program to safeguard critical operations information. Received several commendable ratings for various training events and airborne operations conducted by the unit.
