Navy Awards $250M Contract to Modernize Fleet Maintenance and Logistics Systems

WORLDWIDE — The U.S. Navy selected 62 companies for a multiple-award contract with an estimated ceiling of $249.9 million. The award supports maintenance, logistics, supply chain, and enterprise information technology modernization efforts across the naval enterprise through June 2031.
The contract supports Naval maintenance, repair, and overhaul operations, supply chain management, product lifecycle management, logistics data environments, and DevSecOps infrastructure. As a result, the Navy aims to improve data accessibility, strengthen system integration, and speed software delivery to fleet users worldwide.
“The Navy relies on more than ships and aircraft to maintain readiness. Today, software platforms, logistics systems, cybersecurity tools, and data networks drive many daily operations. Consequently, contractors continue to play a growing role in modernizing the digital infrastructure that supports fleet readiness around the world.” — POC
Several major defense and technology firms received awards under the contract vehicle. These companies include Leidos, KBR Wyle Services, Lockheed Martin, Peraton, Accenture Federal Services, IBM, SAIC, Deloitte Consulting, Guidehouse, Agile Defense, Cydecor, The Marlin Alliance, and Solute. In addition, dozens of small businesses secured positions on the contract.

The Navy will issue individual task orders throughout the contract period. Therefore, the award creates opportunities for companies supporting software development, cybersecurity, cloud services, logistics systems, data integration, and enterprise modernization efforts. However, the Navy did not obligate funding at the time of award. Instead, it will provide funding through future task orders.
The Navy competed the procurement under two pools. The first pool allowed full and open competition, while the second pool focused on small businesses. Altogether, the Navy received 72 proposals. Commander, Fleet Readiness Center Patuxent River, Maryland, serves as the contracting activity.
