Embassy site preparation in Seoul focuses on Camp Coiner

The project supports the Bureau of Overseas Buildings Operations, which manages U.S. diplomatic facilities abroad. According to the government solicitation, the design-build scope includes demolition, asbestos abatement, environmental remediation, site clearing and temporary security.

State identified Camp Coiner as the site for a future New Embassy Compound in Seoul. However, the property requires preparatory work before that development can proceed.

The earlier project notice described existing buildings, paved areas and underground utilities. It also identified contaminated soil and groundwater associated with past fuel-oil leaks. As a result, environmental cleanup forms a central part of preparing the property for its next use.

Current funding totals $18.51 million

The official federal award record reports $18,509,385 in both current contract value and obligations. With all options, potential value reaches $19,059,201. Therefore, the larger figure includes work beyond the current funded amount.

Performance began July 24, 2026, and the record lists December 6, 2029, as the completion date. State issued firm-fixed-price contract 19AQMM26C0172 under solicitation 19AQMM25R0124.

Additionally, the procurement record identifies full and open competition with seven offers received. The Bureau of Overseas Buildings Operations provides the funding, while State’s acquisition office administers the award.

Specialist work behind an overseas diplomatic project

For overseas contractors, the project illustrates the range of work involved in preparing a diplomatic site. Environmental remediation, hazardous-material removal, demolition and site management all contribute to that effort.

In practice, those activities require coordination across several disciplines. Temporary security also forms part of the scope as crews prepare the property. Together, these requirements establish the site-readiness phase that supports the planned embassy development.
