Summary

I am a Registered Professional Engineer with over 45 years of varied, responsible executive leadership positions with consistently successful outcomes. My career has included facilities planning and engineering, construction management, design-build management, quality control, safety, facilities operations and maintenance, transportation management, financial planning and personnel administration. I am considered a resourceful, flexible individual with sound business judgment and am also known as an effective communicator and team player. During my naval career, I held Cosmic Top-Secret and Top-Secret Clearances; while in Diego Garcia, I held a Secret Clearance that was granted in the October 2013 timeframe.

Experience

At DynCorp International, I served as the Director Public Works and Public Works Senior Manager on the LOGCAP IV Task Order providing Base Operations Support to U.S. Army Garrison Kwajalein Atoll (USAG-KA).  I provided oversight of the Public Works functions as the DPW Director when they were performed by a subcontractor (IAP) for the first 6 months of the assignment and managed Engineering, Master Planning, Real Property and Work Control when the work was later performed in-house by DynCorp International for the balance of my assignment to the LOGCAP IV Task Order.

At Centerra Group, LLC, I served as the Public Works Director of the Base Operations and Support (BOS) Services contract at the Navy Region Center Singapore.  In this position, I managed facilities engineering, maintenance and repair, environmental, transportation and utilities.  Responsibilities included management and control of material and labor costs, personnel training, implementation of the Safety and Quality Control Program, developing, updating and implementing Standard Operating Procedures and implementation of administrative and technical directives received from higher authorities.

At Centerra-Parsons, LLC, I served as the Public Works Director of the Diego Garcia Base Operations and Support (BOS) Services contract in the British Indian Ocean Territory (BIOT).  In this position, I managed facilities engineering, maintenance and repair, indefinite quantity minor construction and alteration, environmental, transportation and utilities.  Responsibilities included management and control of material and labor costs, personnel training, implementation of the Safety and Quality Control Program, developing, and implementing Standard Operating Procedures and implementation of administrative and technical directives received from higher authorities.

At G4S-Parsons Pacific, LLC, I first served as the Facilities Management Director and later as the Public Works Director of the Diego Garcia Base Operations and Support (BOS) Services contract in the British Indian Ocean Territory (BIOT).  In the latter position, I managed all aspects of facilities engineering, maintenance and repair, maintenance control, indefinite quantity minor construction and alteration, environmental, transportation and utilities.  Responsibilities included management and control of material and labor costs, personnel training, implementation of the Safety and Quality Control Program, developing, updating and implementing Standard Operating Procedures and implementation of administrative and technical directives received from higher authorities.

At Dick Corporation (later dck worldwide), I served as the Senior Project Manager in responsible charge of the execution of two (2) Large MACC task orders valued at $15M in Guantanamo Bay, Cuba. Prior to this assignment, I assisted in financial management and contract administration efforts on several contracts being performed as BRDC, a Joint Venture between Burns and Roe Services and dck North America, LLC in Guantanamo Bay, Cuba while also serving as the Project Manager for work being performed at Tinker Air Force Base under a subcontract to provide Remedial and Preventive Maintenance on Environmental Control Systems at the Plating Shop.  Before relocating to GTMO, I was assigned to a team working to resolve outstanding change order requests with the GSA and various subcontractors on the San Francisco Federal Building project that was successfully resolved during mediation.

At Dick Environmental Services, I served as the Senior Project Manager for the Sacramento Municipal Utility District (SMUD) Construction Site Support for the Cosumnes Power Plant Contract, the SMUD Maintenance and Modifications to Electrical Generation Equipment and Assets Contract, and work at Tinker AFB and South Carolina.  Projects at Tinker AFB included O&M of Landfills 1-6, O&M of the Groundwater Treatment Plants, and O&M of the Hazardous Waste Management Facilities.

While at J.A. Jones Management Services, I served as the General Manager for the $100M Chesapeake MACC Contract, Project Manager for the Crane TOC Contract; Project Manager for the $100M Great Lakes Design-Build Order Contract; Project Manager, Quality Control and Safety Manager for a major task order contract at the Portsmouth Naval Shipyard; and District Manager for the $100M Facilities Maintenance and Utilities Contract at the Naval Air Stations at Jacksonville and Cecil Field, and the Mayport Naval Station in Florida.

While at Blue Cross & Blue Shield of Maine, I served as their Facilities Director responsible for maintenance, repair and operations of their headquarters and grounds in South Portland, Maine.

Prior to working in the private sector, I served in several different capacities in the Civil Engineer Corps of the U. S. Navy.   My assignments included serving as Public Works Officer, Naval Air Station, Brunswick, Maine; NATO Infrastructure Manager for the NATO Command in Middlesex, England; Resident Officer-in-Charge of Construction at the Submarine Base, Kings Bay, Georgia; Assistant Public Works Officer at the Naval Air Station, Sigonella, Sicily; and Facilities Maintenance Officer for the Commander-in-Chief, U. S. Pacific Fleet, Oahu, Hawaii; Aide to the Commander, Construction Battalions U. S. Pacific Fleet and Officer-in-Charge of Detachments in Hawaii, Sicily and La Maddalena, Sardinia while serving with U. S. Naval Mobile Construction Battalion FORTY.

§  Job Order Contract (JOC) and Multiple Award Construction Contract (MACC), and Housing Military Construction Contract, Guantanamo Bay, Cuba- Senior Project Manager- Responsible for providing financial management and contract administration assistance to Project Managers on the above contracts. (September 2010 to November 2012)

§  San Francisco Federal Building, San Francisco, CA – $144 Million – Senior Project Manager – Responsible for coordinating with subcontractors and processing change order requests to the Owner resulting in a successful mediation to resolve the dispute.  (December 2006 to September 2010)

§  Environmental Support Contract, Tinker Air Force Base, Tinker, OK – $100 Million – Program Manager – Responsible for proposal preparation and completion of assigned task orders including task orders for the O&M of Landfills 1-6, O&M of Groundwater Treatment Plants and the O&M of the Hazardous Waste Management Facilities.  (March 2004 to December 2006)
