Summary
I retired from Federal Civil Service in September 2013 as an Information Technology Specialist, and was on the staff of US Army Corps of Engineers IT Engineering. I immediately went to work as a Senior Information Technology Manager on the staff of DRS-TSI and was assigned as the Manager of the Rock Island Arsenal Network Operations Center (RIA-NOC). After the completion of the existing DRS-TSI contract, I started my own IT services and consulting business (APK-L Services) for the purpose of supporting retail businesses and corporate farms.
My prior positions have included IT Chief at HECSA/IWR (Humphrey Engineer Center), Alexandria, VA; GRD (Iraq) G6 (IT Chief); information assurance manager; network manager; software development project manager; and computer center operations manager.
Duties in those positions included information assurance management, personnel management, budget planning and management, short and long-range planning, information technology procurement, service management, training and end-user interface. I completed Security+ CE in 2014 and have been a certified information systems security professional (CISSP). I have an active Secret Clearance.
I retired in December 2008 from the Iowa National Guard as a Chief Warrant Officer Four with the Deputy Chief of Staff for Information Management. I had 12 years of active duty, and 24 years in the Army National Guard. I was a member of their Computer Network Defense Team (CNDT), their Vulnerability Assessment Team (VAT), and their Joint Incident Site Communication Capability (JISCC) Team.

- The over 600 Federal government and military customer base is spread across 55+ locations (mobile and fixed) CONUS and OCONUS.
- Customers include Army Sustainment Command, Corps of Engineers, and others. Supervise a staff of 16 employees (with 4 direct reports), including Tier 1 and 2 Help Desk network service analysts, satellite and telecommunications engineers, system administrators, and information assurance analysts.
- Coordinate with multiple satellite bandwidth providers, and their multiple teleports; and with the onsite Government COR.
- Lead the staff in maintaining and supporting all network devices, servers, satellite modems, encryption equipment, and VOIP phones.
- Chair weekly VTCs with downrange staff and major customers. Utilize the NOC team’s talents to manage multiple projects to upgrade software and equipment, close sites, and open new sites while maintaining an operational tempo.

- Served as the principal consultant to the Division IT Chief and the site Director.
