According to the U.S. Army Contracting Command - Rock Island has extended Fluor’s current Logistics Civil Augmentation Program (LOGCAP) IV contract, as the Army continues to implement the transition to LOGCAP V.

Fluor will continue to provide forward operating support for Afghanistan through December 2020, for U.S. Africa Command (AFRICOM) through June 2020 or as extended until Fluor begins work on LOGCAP V, and for U.S. Southern Command (SOUTHCOM) through March 2021, or until it transitions to LOGCAP V.

Following DynCorp International's protest of the Army's Logistics Civil Augmentation Program, or LOGCAP V, AECOM, Fluor and a PAE-Parsons team have also filed protests with the Government Accountability Office.

According to GAO's docket, all of the companies' cases were filed yesterday and are now set to be decided by Aug. 9.

DynCorp last week filed its protest.

Fluor Corporation announced today that the U.S. Army Sustainment Command has awarded Fluor the Logistics Civil Augmentation Program (LOGCAP) V contract to provide regional forward planning support for U.S. Africa Command (AFRICOM). This LOGCAP V contract includes a one-year base period plus four one-year options.

According to the U.S. Army Contracting Command-Rock Island (ACC-RI), Rock Island Arsenal, Rock Island, Illinois, on behalf of the Army Sustainment Command hereby awards four (4) Indefinite Delivery Indefinite Quantity, Multiple Award Task Order Contracts (MATOC), for the Logistics Civil Augmentation Program (LOGCAP) V support services in support of the U.S. Military worldwide.

Army Carefully Considering Next Worldwide Logistics Contractors

BY CATERINA HYNEMAN — The United States Army is still deciding to which companies it will award a major contract that supports U.S. troops stationed around the world. Past versions of the contract were plagued by contractor misconduct that resulted in waste, fraud, abuse, and consequent harm to service members. The Army has delayed the award date multiple times, but one can hope it is to ensure the contract is granted to companies that will faithfully execute it.

Fluor whistleblowers: Calls, audits name Greenville management in defense contract fraud

A federal lawsuit filed by six whistleblowers claims that Fluor Corp. overcharged the U.S. government by hundreds of millions of dollars under a government contract for logistics and army base operations in Afghanistan between 2009 and 2016.

The allegations, which focus on Fluor's management team in Greenville and will be heard at the federal courthouse in Anderson, were under federal investigation for five years. The case was unsealed in October, and the company was served notice of the lawsuit at its headquarters in Irving, Texas, earlier this month.

Ex-employees sue defense contractors Fluor and KBR in multi-million dollar fraud claim

By PHILLIP WALTER WELLMAN | STARS AND STRIPES — A group of six veterans is suing two military contracting companies, claiming they overcharged the government hundreds of millions of dollars for work in Afghanistan.

Fluor Corp., which provides services at 70 forward operating bases in northern Afghanistan, was served with the lawsuit this month after a five-year investigation. Former Halliburton Corp. subsidiary KBR, a Houston-based military contractor, was also named in the suit and served notice this month.

According to the Department of Defense (DoD) /  U.S. Army Corps of Engineers, the contractor was awarded an $831,000,000 time-and-materials contract for construction services for all aspects of restoration of electric power to Puerto Rico. Nine bids were solicited with two bids received.

Work will be performed in Puerto Rico, with an estimated completion date of Feb. 28, 2018. Fiscal 2018 Department of Homeland Security funds in the amount of $831,000,000 were obligated at the time of the award.

In 1985, LOGCAP was established primarily to preplan for contingencies and to leverage the existing civilian resources. However, it was not until three years later before it was first used. In support of a United States Third Army mission, the United States Army Corps of Engineers (USACE) used LOGCAP to contract for the construction and maintenance of two petroleum pipelines systems in Southwest Asia.

For 28 years now LOGCAP has successfully supported the Army and DoD by augmenting the Commander’s logistics capability with commercial service providers to offset Combat Service Support (CSS) shortfalls. This program has successfully executed rapid, small-scale contingency support to PACOM, AFRICOM, and CENTCOM, and has, additionally, successfully managed and executed multi-billion dollar, major, long-term operations for CENTCOM.

According to the Department of Defense (DoD), 5 major contractors are each being awarded an indefinite-delivery/indefinite-quantity, multiple award contract with the capability to issue cost-plus-award-fee and firm-fixed-price task orders for the purchase of short-term facility support services with incidental construction in support of natural disasters, humanitarian efforts, the full range of military actions, and incumbent breaks in service at various locations throughout the world.

Award to these five contractors will provide the government with a contract tool that can be used for responding/supporting requirements on a very short notice by competing the requirement among the multiple award contract holders vice undertaking a new source selection process for each requirement as it may arise.

Fluor Corporation announced its joint venture team was selected by Kuwait National Petroleum Company (KNPC) as the preferred bidder to design, construct and commission the Mina Abdullah Package 2 Clean Fuels Project in southern Kuwait. Fluor expects to book its undisclosed portion of the project value in the company’s first quarter of 2014.
