The Philippines has offered the United States eight bases where it can build facilities to store equipment and supplies under a new security deal, a military spokesman said last week, amid rising tension with China over the South China Sea.

Currently contractors such DynCorp International already have contracts under Naval Facilities Engineering Command Pacific (NAVFAC Pacific) to provide operations support services within the Republic of the Philippines.

Foreign Affairs Secretary Albert del Rosario reported the Islamic State of Iraq and Syria (ISIS) is a major threat to the Philippines through the Black Flag Movement in Mindanao. Speaking before ASEAN foreign ministers, Del Rosario said the ISIS threat to Philippine security is real rather than imagined because of the Black Flag Movement’s pledge of allegiance to ISIS leader Abu Bakr al-Baghdadi.

ISIS has followers among the Abu Sayyaf, Rajah Solaiman Islamic Movement, Bangsamoro Islamic Freedom Fighters and the Khilafa Islamiyah Mindanao or the Black Flag Movement, according to the presentation of Rommel Banlaoi, Philippine Institute for Peace, Violence and Terrorism Research (PIPVTR) chairman of the board, and director of the Center for Intelligence and National Security Studies (CINSS).

Help is on the way to areas of the Philippines devastated by Typhoon Haiyan, according to the U.S. Agency for International Development and humanitarian relief groups. USAID provides support for natural disaster preparedness and relief by working in close partnership with the Government of the Philippines, the Red Cross, NGOs, the private sector, and the U.S. military.

The U.S. Government (USG) is providing $20 million in immediate humanitarian assistance to benefit typhoon-affected populations, including the provision of emergency shelter, food assistance, relief commodities, and water, sanitation, and hygiene (WASH) support.

Valued at up to $18 million if all options are exercised, this is Raytheon's first border security-related contract in Southeast Asia.

Under the two-year base contract, Raytheon will design and construct a National Coast Watch Center (NCWC); support integration of data from various agencies into the NCWC; and provide acquisition, installation and training on an automatic identification system as well as radio communications for the Government of the Philippines. The contract was awarded July 2013, and will end July 31, 2015.

DynCorp International Awarded $198M to Provide Support Services Contract in the Philippines

Naval Facilities Engineering Command-Pacific has awarded DynCorp International (DI) a contract to provide operations support services within the designated Joint Operation Area and Manila, Republic of the Philippines.

“We are proud and honored that Naval Facilities Engineering Command has chosen DI to continue to provide quality support services to the men and women of the Joint Special Operations Task Force- Philippines,” said .

DI team members will provide services including management and administration, command and staff, public safety, air operations, port operations, supply, morale, welfare and recreation support, galley, facility support, utilities, base support vehicles, equipment and environmental services. The competitively-awarded, cost-plus-incentive-fee contract has one base year with four, one-year options and a total contract value of $198 million if all options are exercised. DI was the incumbent on this contract, previously providing support services under a contract awarded in March 2008.
