United States Forces Korea (USFK), is a sub-unified command of United States Pacific Command (USPACOM). USFK is the joint headquarters through which U.S. combat forces would be sent to the South Korea/US (ROK/U.S.) Combined Forces Command’s (CFC) fighting components – the combined ground, air, naval, marine and special operations forces component commands.

Major USFK elements include Eighth U.S. Army (EUSA), U.S. Air Forces Korea (Seventh Air Force), U.S. Naval Forces Korea (CNFK), U.S. Marine Forces Korea (MARFORK) and Special Operations Command Korea (SOCKOR). It was established on July 1, 1957. Its mission is to support the United Nations Command and Combined Forces Command by coordinating and planning among U.S. component commands, and exercise operational control of U.S. forces as directed by United States Pacific Command.

C&S Corporation, of Seoul, Korea, protests the award of a contract to KF&S Corporation, also of Seoul, Korea, under request for proposals (RFP) No. W91QVN-15-R-0036, which was issued by the Department of the Army, Army Contracting Command, for contract security guard services.

C&S argues that KF&S's proposal should have been found unacceptable for failing to meet the solicitation's prime contractor corporate experience requirements. The protester also asserts that KF&S included forged labor union documents in its proposal, which should disqualify that firm from award. In addition, C&S challenges the veracity of the agency's statements responding to the forgery allegation, which we view as an assertion that the agency was motivated by bias and bad faith.

CACI International

A CACI International business unit has won an $8,742,643 contract to help the Air Force Medical Support Agency manage healthcare facilities. The integrated support solutions team will perform basic inventory work and fulfill other tasks for the AFMSA under the General Services Acquisition LOGWORLD schedule, the Defense Department.

CACI-ISS will also help distribute materials between Air Force medical treatment facilities and manage graphical spaces. Work will occur at nearly 60 Air Force facilities inside the U.S. two U.S. air bases in South Korea, two U.S. air bases in Germany, two U.S. air bases in Japan, one British air force station, one location in Turkey and one location in Guam.

The beleaguered security company that failed for months to hire enough civilian guards to staff gates at U.S. Forces Korea installations is getting the ax.

British-based G4S is being phased out immediately, with a new security firm scheduled to take over all security operations completely by the end of October, the U.S. Army Installation Management Command Pacific Region said in a statement Friday.

The statement offered little information about the change, including why G4S is being replaced, how new provider C&S Corp. was selected or how much C&S will be paid.

An IMCOM Pacific spokesperson could not be immediately reached for comment in Honolulu, where it was past business hours when the turnover was announced.

South Korean Guards Want Pay Raise from New Employer… Threaten Strike

Union officials say South Korean security guards at U.S. Forces Korea installations are strongly considering a strike if their new employer doesn't give them a raise.

C&S Corp. was awarded a contract earlier this month to provide security at a number of USFK bases, replacing another company, G4S, that failed to hire enough guards to staff entry gates during its first four months on the job.

Guards held protests outside USFK bases for months, claiming G4S had unfairly cut their wages and lengthened their work hours. USFK troops were forced to man gates until G4S reached adequate staffing on March 23.
