U.S. Embassy Alert Highlights Rising Security Risks for Americans in Rural Philippines

The U.S. Embassy in Manila is warning Americans in the Philippines about heightened security risks following intensified military operations by the Armed Forces of the Philippines against the New People’s Army, commonly known as the NPA.
“Any American working, volunteering, or moving through remote areas overseas needs to understand the difference between humanitarian access and security exposure. Once you are near an armed insurgent group, whether intentional or not, the risk changes immediately,” — POC said.
The alert follows an April 19, 2026, armed clash that resulted in the deaths of two Americans. According to the Embassy, U.S. citizens have been present during recent military actions involving the NPA, creating serious concerns for Americans traveling, volunteering, working, or operating in rural areas of the country.
For overseas contractors, aid workers, volunteers, and expats, this is a clear reminder that not every remote or humanitarian environment is low-risk. The NPA is designated as a foreign terrorist organization by both the United States and the Philippines, and anyone found near NPA elements could face arrest, injury, or death.

Areas of heightened concern include rural and mountainous regions of Leyte, Mindoro, Negros, and Samar, where recent fatal clashes have occurred between Philippine forces and NPA fighters.
Americans in the Philippines should avoid any contact with insurgent or terrorist organizations, leave immediately if they encounter armed individuals who are not police or military, and work only with properly registered volunteer or humanitarian organizations. The Embassy also advises Americans involved in aid work to coordinate with local governments and ensure they have the correct visa before participating in any field activity.
