$249 Million Army Construction Award Supports Installations Across Germany

GERMANY — The Army has awarded a construction contract vehicle with a shared $249 million ceiling for work across its installations in Germany. The Army construction program covers facility sustainment, restoration and modernization, with estimated completion in August 2031.

“SKE Support Services GmbH; Tidewater, Inc.; Klebl GmbH; Richard Schulz Tiefbau GmbH & Co. KG; Mickan Generalbaugesellschaft Amberg mbH & Co. KG; and PORR Government Services GmbH share this award. For contractors tracking Germany, the key detail is the work ordered under the vehicle, because the shared ceiling does not guarantee an equal workload for every firm.”

Army construction in Germany focuses on facilities

The program gives the Army a way to order construction projects as requirements develop. Specifically, its scope covers work to sustain facilities, restore their condition and modernize them for continued use.

However, the announcement does not assign the entire ceiling to a single installation. Instead, individual orders will establish project locations and funding. Those orders will therefore show which facilities receive work and how much the Army commits.

Six contractors share the $249 million ceiling

The firm-fixed-price, indefinite-delivery/indefinite-quantity arrangement includes six awardees under one maximum value. As a result, the ceiling represents potential orders across the vehicle, rather than $249 million for each contractor.

The Army received seven proposals through the competitive procurement. Meanwhile, the 409th Contracting Support Brigade in Kaiserslautern, Germany, will manage the vehicle. The announced estimated completion date is August 13, 2031.

The six contract numbers run from W912PB-26-D-A026 through W912PB-26-D-A031. Together, they form the multiple-award construction vehicle for the Germany-wide requirement.

What overseas contractors should watch

For construction professionals following Germany, the award identifies a group of prime contractors positioned to support Army facility requirements. However, project volume will depend on the orders the Army actually issues.

That makes task-order activity the next useful detail to follow. In particular, project scope, location and funding will provide a clearer picture of work moving into execution. The overall ceiling alone does not establish staffing levels or available subcontract packages.
