The President’s budget this past year reflect a unified approach to budgeting for the Department of Defense (DOD), Department of State, and U.S. Agency for International Development (USAID) operations in conflict areas. By aligning priority missions across these agencies, the Budget takes advantage of the efficiencies, improves coordination, and reduced overall costs. Further, isolating the military and civilian costs related to temporary and extraordinary requirements in the OCO request promotes transparency and efficiency across the security agencies of the Federal Government. The President’s 2013 Budget provided $96.7 billion for these operations, a reduction of 24 percent below last years enacted level.

General Dynamics Information Technology, Fairfax, Va., has been awarded a $12,414,345 modification (P00010) to exercise option year two on cost-plus-fixed-fee contract W91RUS-12-C-0011.  The contractor shall provide the 160th Signal Brigade and subordinate units staff support in the areas of administrative support, operations support and logistics support within the Central Command area of responsibility.

Work will be performed in Kuwait, Afghanistan and Qatar with an estimated completion date of March 31, 2015.  Fiscal 2014 overseas contingency operations funds in the amount of $12,414,345 are being obligated at award. Army Contracting Command – Netcom Branch, Fort Huachuca, Ariz., is the contracting activity.

Baum, Romstedt Technology Research Corp., Vienna, Va., is being awarded a $9,608,333 time-and-materials contract to provide operational and field-support services for the Mine Resistant Ambush Protected vehicle. Work will be performed in Afghanistan; Warren, Mich.; Vienna, Va.; El Paso, Texas; and Chambersburg, Penn., and is expected to be completed in December 2014.

A combination of fiscal 2014 operations and maintenance funds and fiscal 2014 procurement funds are being obligated on this award.  Fifteen bids were solicited, with five bids received. The Army Contracting Command, Warren, Mich., is the contracting activity (W56HZV-09-A-A909).
