Department of Defense was awarded an additional $14,913,500 to a previously awarded contract for passenger, cargo, combined passenger and cargo (COMBI), aeromedical evacuation, and short take-off and landing (STOL) air transportation services.
This contract supports the U.S. Special Operations Command between locations in the areas of responsibility (AOR) of UAE, Oman, Jordan, Israel, Qatar, Saudi Arabia, Lebanon, Djibouti, Kyrgyzstan, Pakistan, Tajikistan, Uzbekistan, Bahrain, Kuwait, Egypt, and India. Naval Facilities Engineering Command Europe Africa Central awards a company out of Houston, TX $75 million for five-year, indefinite-delivery/indefinite-quantity contract, KBR will provide engineering, design, construction, renovations, repairs, maintenance, demolition and other services at both Camp Lemonnier, and its associated Chabelley Airfield.
This work complements KBR's premier base operating support throughout Africa. Notably, the company has provided base operating support services at Camp Lemonnier since 2013, with work in the region dating back to 2002.

Houston, Texas — KBR Inc. announced they were awarded an indefinite-delivery/indefinite quantity job order construction contract by the Naval Facilities Engineering Command Europe Africa Southwest Asia for the largest U.S. base in Africa. This contract award is the second recent contract awarded to KBR by NAVFAC to support military operations at Camp Lemonnier in Djibouti, Africa. KBR is currently performing operations and maintenance services under the Base Operations Support Services (BOSS) contract.

B.L. Harbert International, LLC, Birmingham, Alabama, is being awarded an $18,387,380 firm-fixed-price contract for construction of unaccompanied housing at Camp Lemonnier, Djibouti. The proposed new construction will contain 65 units, each housing up to four persons, with a total capacity of 260 persons. The building and site design will be austere in design and comply with the most current Camp Lemonnier master plan and installation appearance plan.
Work will be performed in Djibouti, Africa, and is expected to be completed by May 2016. Fiscal 2014 military construction (Navy) contract funds in the amount of $18,387,380 are obligated on this award and will not expire at the end of the current fiscal year.

According to the Department of Defense (DoD — Scitor Corporation, Reston, Virginia, was awarded a $25,063,344 cost-plus-fixed-fee contract to provide high-altitude light detection and ranging off-nadir experimentation that includes technology demonstrations and assessments for counter insurgency operations to meet the objectives to advance state of the art in high-altitude off-nadir data collections.
Work will be performed in Djibouti, Africa (65 percent), and Baltimore, Maryland (35 percent), with an estimated completion date of Sept. 25, 2016. One bid was solicited, with one received. Fiscal 2014 research, development, test and evaluation funds in the amount of $16,150,000 are being obligated at the time of the award.
