According to the Department of Defense (DoD),  9 companies will compete for each order of the $250,000,000 firm-fixed-price contract for construction of new facilities and real property repair and maintenance requirements within Romania.

Work locations and funding will be determined with each order, with an estimated completion date of March 3, 2026. U.S. Army Corps of Engineers, European District, is the contracting activity.

Work will be performed in Germany, Italy, Romania, Bulgaria, Israel, Turkey, and Kosovo, with an estimated completion date of Jan. 31, 2022. Fiscal 2017 operations and maintenance (Army) funds in the amount of $6,455,776 were obligated at the time of the award.

Fiscal 2014 and 2015 operations and maintenance (Army) funds in the amount of $27,986,531 will be obligated subject to the availability of funds.

Work will be performed in Germany (80%), Romania (5%), Belgium (5%), Turkey (5%), and Israel (5%), with an estimated completion date of Sept. 30, 2016.

Kellogg, Brown & Root (KBR) Wins $134M Construction Contract: Deveselu Air Base, RomaniaDepartment of Defense awards Kellogg, Brown & Root Services Inc. (KBR) for construction at Military Deveselu Air Base in Romania. The United States and Romania jointly selected the Deveselu Air Base near Caracal, Romania, to host a U.S. Ballistic Missile Defense System which employs the SM-3 interceptor (also referred to as the “Aegis Ashore System”). The deployment to Romania is anticipated to occur in the 2015 timeframe as part of the second phase of the European Phased Adaptive Approach (EPAA) – the U.S. national contribution to a NATO missile defense architecture.

KBR is the incumbent on the existing USC contract and has operated continuously for this client in the Balkans since 1995. Currently, KBR is providing services in Kosovo, Romania and Germany under the USC Contract. KBR has been instrumental in the military’s success in the region from the DoD’s initial deployment on a fast-paced contingency mission to their current sustainment operations.

The U.S. Navy Facilities Engineering Command for Europe, Africa and Southwest Asia, based in Naples, Italy, has awarded ITT Exelis (NYSE: XLS) a contract worth $5.7 million for base operations support services at Deveselu Air Base near Caracal, Romania.

This is a combination firm-fixed-price with indefinite-delivery, indefinite-quantity contract. It includes the base year plus two options that run through December 2015. The services include base operations and administration, fire and emergency services, supply services, housing and environmental operations.
