Private Air Defense Takes Shape in Ukraine as 24 Companies Join Initiative



Ukraine has expanded a private air-defense initiative that brings civilian companies into the country’s national defense network to help protect industrial facilities, employees, and critical infrastructure from Russian drone attacks. As of April 2026, 24 companies from multiple regions — including Kharkiv, Odesa, Kyiv, Poltava, and Zakarpattia — have joined the Ministry of Defense-backed effort. The project was launched in late 2025 as Ukrainian enterprises continued facing repeated aerial attacks on production sites and industrial assets.

For POC, the significance is in the model. “Ukraine’s private air-defense program shows how civilian companies can be integrated into national defense without operating outside military command. It is a new example of private-sector manpower being used to protect infrastructure, reduce pressure on frontline forces, and respond faster to drone threats.” Reuters previously reported that company-based air-defense units had already begun combat duties, with several drones reportedly shot down in the Kharkiv region. — POC

The initiative is not an independent militia or separate armed structure. Ukraine’s Ministry of Defence says private air defense is part of the country’s official multi-layered air-defense system and operates under the Air Command of the Air Force of the Armed Forces of Ukraine. The groups are made up of civilian employees who have completed training, received the necessary certifications and clearances, and are authorized to use designated air-defense assets only in approved areas and at specified times to counter aerial attacks.
