AFCEC Awards $15B Global Construction to 13 Firms

WORLDWIDE — The Air Force Civil Engineer Center (AFCEC) has awarded a $15 billion firm-fixed-price, multiple-award IDIQ contract to 13 U.S. construction firms for worldwide design-build and design-bid-build projects.
“This $15B AFCEC vehicle is a global workhorse. We expect a steady stream of task orders touching bases across the map. For contractors, now’s the time to align with primes and get on teams — subs with proven QA/QC, safety, and heavy civil skills will see demand almost immediately.”
The contract covers sustainment, repair, restoration, modernization, minor construction, MILCON, other procurement construction, and demolition at Air Force facilities across the globe. Work will be performed at various locations worldwide and, if all options are exercised, will run through September 29, 2035.
Awardees include:
ECC Expeditionary Construction, Gilbane Federal JV, Tutor Perini, CMS COLAS Construction, CDM Constructors, Flatiron Dragados, Parsons Government Services, Contrack Watts, SLSCO Ltd., Bering-Weston Solutions, Exp Federal, Hensel Phelps, and SeaPac Engineering.
This competitive acquisition drew 19 offers, with the 772nd Enterprise Sourcing Squadron at JBSA–Lackland, Texas serving as the contracting activity. Initial funding of $39,000 in FY25 operations and maintenance was obligated at award.
