DoD Awards $3.5B Contract for Global Cooperative Threat Reduction Program


WORLDWIDE — The Defense Threat Reduction Agency (DTRA) has awarded a $3.5 billion indefinite-delivery/indefinite-quantity (IDIQ), multiple-award contract to six major defense and engineering firms to support the Cooperative Threat Reduction (CTR) Program.

  • Fluor Intercontinental Inc., Greenville, South Carolina
  • Black & Veatch Special Projects Corp., Overland Park, Kansas
  • Parsons Government Services International Inc., Pasadena, California

The ten-year contract is structured under a combination of cost-plus-fixed-fee, cost, cost-plus-award-fee, cost-plus-incentive-fee, firm-fixed-price, firm-fixed-price-level-of-effort, and time-and-materials arrangements. Each company has been guaranteed a minimum award of $10,000, initiated through Task Order Two on September 10.

The CTR Program delivers a broad range of sustainable chemical, biological, radiological, and nuclear (CBRN) threat reduction capabilities to partner nations. The initiative works with willing countries to reduce the global threat posed by weapons of mass destruction (WMD) and related materials, technologies, facilities, and expertise.

Work will be performed at various locations worldwide, with task orders lasting up to five years and eligible for extensions of up to three additional years. Funding will be obligated on individual task orders, with no funds obligated on the basic contracts at award.

This competitive procurement was conducted under solicitation HDTRA1-24-R-0001, issued through the Procurement Integrated Enterprise Environment. Seven offers were received. The contracting activity is the CTR Contracting Office/DTRA/AL-ACC, Fort Belvoir, Virginia.
