Major USFK elements include Eighth U.S. Army (EUSA), U.S. Air Forces Korea (Seventh Air Force), U.S. Naval Forces Korea (CNFK), U.S. Marine Forces Korea (MARFORK), and Special Operations Command Korea (SOCKOR). It was established on July 1, 1957. Its mission is to support the United Nations Command and Combined Forces Command by coordinating and planning among U.S. component commands and exercising operational control of U.S. forces as directed by the United States Pacific Command.

USFK has Title 10 authority, which means that USFK is responsible for organizing, training, and equipping U.S. forces on the Korean Peninsula so that forces are agile, adaptable, and ready. With 28,500 American soldiers, sailors, airmen, and Marines in South Korea, U.S. forces in South Korea are a forward presence in the region and a key manifestation of the U.S. government’s rebalance toward the Asia-Pacific. Given North Korea's threat to South Korea and the region, the USFK mission also includes planning Non-combatant evacuation operations to ensure that if the need arises, the U.S. and other previously agreed-upon countries' citizens are removed from harm’s way. To this end, USFK conducts routine exercises to ensure that this process is effective, efficient, and orderly.

In 2012 defense contract G4S came under fire for its contract to guard U.S. bases in South Korea took effect. Most guards who worked for the previous security provider, Joeun Systems Corp., initially refused to work for the new firm, claiming they were being offered longer hours and lower pay. Many demonstrated outside USFK bases for months. Because G4S didn’t have sufficient manpower, the military was forced to close or limit hours at some gates and, until later that year, have soldiers temporarily staff some gates.

Living Downtown

There are three kinds of living accommodations in Korea. 1 - house. 2 - Villa (which is what they call a low-rise apartment so, therefore, less spacious than a house). 3 - apartments (or condos). Most Expats live in villas because they are more affordable, which is not a bad idea since to heat everything during those cold Korean winters would be ridiculously expensive. Korean houses have floor heating, and a villa and apartment could benefit from the floor heating upstairs.

One ex-pat said, "Korea is a VERY homogenous society, so diversity is rare and uncommon, especially outside of Seoul. Those who are not Korean can expect the typical stares ubiquitous throughout Korea, and the uttering of "waegook saram" which means foreigner, is also quite common. That said, overt racism is almost non-existent in Daejeon, and those of non-Korean descent typically enjoy a high quality of life. The ex-pat community in Daejeon is relatively small, and it is possible to go about your day without seeing another foreign face. However, within the ex-pat community, there is an array of cultural backgrounds present, mostly due to the large international student presence at Daejeon's universities and the science and technology sector, which attracts people from around the world, particularly India. Diversity is most noticeable in the Oeun/Gung-dong neighborhoods on Daejeon's west side. These two neighborhoods are sandwiched between Chungnam University and KAIST, which have considerable international student bodies. These neighborhoods, especially Gung-dong, are also popular EFL teacher hang-outs. Here you can find a variety of foreign food, such as North African and Pakistani, plus a variety of businesses that have an expat-friendly vibe. There is also a Muslim place of worship here (just a small room), the only one in the city," explained an expat in Korea.

Standard Form 86 Questionnaire for National Security Positions. It is an understatement to say this form is extremely detailed because it is over 125 pages long. For the most part, “I don’t remember” or “I don’t know” are not acceptable responses, and any inconsistent response will almost certainly raise a red flag. After the Office of Personnel Security and Suitability reviews the form for completeness, the office begins its substantive processing. Roughly a month later, the candidate has a face-to-face interview with a Diplomatic Security investigator; this interview takes place only after the DS investigator has personally verified that information in the form. An adjudicative officer reviews the entire file and has the final say in the matter. Most applicants are eventually approved after the lengthy process. However, in some cases, a 90-day interim security clearance may be an option if there is a documented immediate need.

The government conducts re-inspections at least once every five years, and contractors must submit updated information. In most cases, these supplemental investigations only cover the period since the initial security clearance or most recent re-inspection.

Losing a Security Clearance

The DoD can take adverse action against a security clearance, including revocation, based on thirteen different areas that include:

Allegiance: Affiliation with a terrorist group or terrorist sympathizers, foreign business interests, and even a personal affiliation with a noncitizen can all call allegiance into question.

Personal Conduct: This category includes substantive abuse, a criminal record, refusal to cooperate with an investigation, and anything else that indicates a lack of judgment skills.

Financial Matters: According to Guideline F of DoD Directive 522.06, which will be discussed below, a pattern in this area is cause for concern.

Other oft-cited reasons for adverse action include misuse of information, mental or emotional disorders, and unauthorized moonlighting.

Each area has three parts: the concern, possible disqualifying conditions, and mitigating circumstances. Guideline F is a good example because many erroneously believe bankruptcy automatically revokes a security clearance. The concern is legitimate because the DoD fears that financially distressed individuals may be tempted to turn to illegal activity to raise funds, and unexplained wealth is often tied to illegal activity. As a result, these conditions are possible disqualifying conditions.

There are several mitigating factors, and many of them apply to those in financial distress. They include:

No Pattern: Many times, a large medical bill or brief unemployment period start a financial chain reaction that was, in fact, an isolated incident not likely to be repeated.

• Lack of Control: Medical bills and unemployment are also beyond a person’s control, at least to a large extent, as is divorce or death in the family.
• “Good Faith Effort:” An attempt to control the situation, even if unsuccessful, is a mitigating factor.

Several Executive Orders offer more guidance and insight into how the process works.
