Experience

Security Supervisor, Valley Medical Center, Renton, Washington

Currently, I serve in a management position where I am directly in charge of supervising the swing-shift security element at Valley Medical Hospital (VMC) located in Renton, Washington. VMC is the 13th busiest hospital in Washington State with the 5th busiest Emergency Department. VMC is a level 2 trauma center.

My responsibilities include conducting internal reviews for complaints, security breaches, reported criminal activity, entry control, and Officer performance standards. I am responsible for ensuring training standards are met, tracking Officer core competencies, and conducting annual evaluations.

Day-to-day I oversee operations within the district hospital facility and ensure security requests are met at the satellite clinics. I ensure incident reports are properly documented and submitted, track timesheets, ensure schedules are filled while approving leaves of absence. Ensure all posts are properly manned and all assigned duties ae being carried out. Conduct disciplinary investigations, coach officers on proper job performance, take corrective actions for violations of policy. I directly supervise 10 Officers assigned to my shift.

As part of the management team, I provide input, research, data, and training curriculums for the strategic plan with the intent of growing the security mission and capabilities to provide a stopgap for the reduction in police services generated by legislative actions in Washington state and to provide VMC the best possible security element for the critical infrastructure that the hospital represents.

Instructor, The Task Collective, Portland, Oregon (Training conducted at vaious locations)

The Task Collective was a stand-alone training company that specialized in bringing together other small training companies under a single source for student enrollment. The company provided in-house training via instructors employed directly along with instruction by other companies. Classes included such titles as the Long-Range Shooting series, Overlanding series, Man-Tracking, Combat First Aid (TCCC), and several shooting and close quarter battle classes to name a few.

As an instructor I personally taught the following: Basic Pistol Marksmanship, here I taught new shooters the fundamentals of firearms safety and basic marksmanship skills. Introduction to Night Vision, where I taught the basic functionality of night vision devices along with individual and team movement under night vision in both close quarter battle and woodland environments. Team Close Quarter Battle, here we introduced students to mission planning, individual movement and team movement under both lighted and night vision scenarios, all with force-on-force opposition forces employed to challenge students’ decision-making processes under stress.

I also acted as a coaching cadre on several classes offered, in support of other instructors.

Police Officer, Port Orchard Police Department, Port Orchard, Washington

Nine years of full-time service as a Police Officer in Washington State and 2-years of previous service as a Reserve Police Officer. I served as a Taser Instructor, Less-Lethal Instructor (Impact Munitions, Chemical Munitions, and Flash Sound Diversion Device), Krav Maga Instructor, and Gracie Jiu Jitsu Instructor. Other positions include Force Science investigator (Force Science Institute), Fusion Liaison Officer, Bicycle Patrol (International Police Mountain Bike Association), and NRA Range Safety Officer.

In addition to these duties, I was assigned to the Marine Services Unit since 2016 where I was an operator on a 33-foot Safe boat, routinely conducting water rescues, rescue swimmer deliveries, answering vessel in distress calls, conducting criminal investigations in the maritime environment, and coordinating with other local, State, and Federal agencies for responses to both criminal and environmental incidents. Our mission also included vessel interdiction and Nuclear and Radiological incident response as a part of a comprehensive program run by the Federal Emergency Management Agency. I was assigned as the units lead where I ensured proper maintenance of our vessel, research and fulfill equipment needs, and prepared operational training lesson plans.

Completed training for the Marine Unit includes the Basic Operators Course (Coxswain), Vessel Emergency Operations Course (Pursuit, Interdiction and Boarding), and Vessel Search and Rescue.

I also served as an unofficial field training officer to our Reserve Unit providing training and mentorship to several Reserve Officers who have served with the Department.

I served as the lead on our team of 5 Officers assigned to the U.S. Marshals Violent Offender Task Force with responsibility for covering three counties. In this position I handled the administrative processes to ensure all members are properly assigned tasks and duties and ensuring all departmental documentation is completed as required. I also completed all the written reports regarding operations with the Task Force, prepared mission plans and operational reconnaissance, and managed the time and investigations assigned to each of the Officers.

I routinely coordinated with local and state, and federal agencies, such as the Federal Bureau of Investigations, Bureau of Alcohol Tobacco, Firearms, and Explosives, Naval Criminal Investigative Services, and the United States Postal Inspectors Office, on various cases and operations ranging from the capture of an armed robbery suspect, the investigation into the whereabouts of a double homicide suspect who had reportedly fled to Washington state, and Buy/Bust operations for narcotics and weapons traffickers.

The goal of my team leader, Deputy US Marshal Ryan Kimmel, was to assign me as the team leader for Kitsap, Clallam, and Jefferson Counties where I would be responsible for all US Marshal assigned cases and Task Force personnel.

I also served as a Fusion Liaison Officer with the Washington Fusion Center, operated in support of the joint Counterterrorism Task Force.

In the spring of 2020, I tested and took the number 1 slot on the Sergeants board but ultimately turned the position down as I did not wish to take on the administrative responsibilities and lose the opportunity to work operationally within the Department. I have, however, completed the Washington State Criminal Justice Commissions Pre-Supervisor course. 

I also served as the Departments un-official quartermaster. With purchase authority I coordinated with multiple vendors, both locally and via phone/internet sales. I measured Officer’s for uniform and ballistic vest orders, selected materials, and brands for uniforms. Selected, researched, tested, and evaluated new equipment, and purchased nearly all individual and team level equipment ranging from basic duty gear to ballistic shields and other tactical gear. In total I was responsible for several hundred thousand dollars’ worth of equipment selection and procurement. 

From 2016-2020 I trained with the Kitsap County Sheriff’s Office SWAT team for approximately 3 years non-operationally. Training was conducted twice a month with annual exercises conducted for team validation. Training was conducted largely on my own time as my department had no interest in assigning an Officer to the team at that time. I paid for all my own equipment and after showing my commitment and dedication to joining the team, I was officially assigned to be operational by my previous Chief.

Starting in 2020 I served for over 1-year where I conducted breaching training as an instructor, served as a team breacher (to include being certified as a ballistic breacher) and entry team member on multiple barricaded subject calls and warrant services. I also served as an administration assistant and completed training documentation for the teams 2 training days per month for approximately 6 months. I have extensive training in Tactical Combat Casualty Care and certified first-aid.

As a part of our special operations group, I have conducted counter surveillance training with Homeland Security, provided site security for high profile events (both uniformed and plain clothed), conducted site reconnaissance for mission planning and preparation, and conducted mission planning for the execution of operations. I have completed a multitude of outside training course provided by both the National tactical Officers Association and the Washington State Tactical Officers Association to include SWAT Team Leader school, Training management and Risk Mitigation, Hostage Rescue Planning, Managing a Dynamic Tactical Problem for the Patrol Supervisor, managing a Critical Incident (Officer Involved Shooting), and Rescue Task Force Expectations for Success.

Due to a failure to collaborate and political discourse between the Sheriff and the current Chief, I was removed from the team.

I left the Department in 2022 to seek new opportunity as the current Chiefs priorities were to reduce liability by cutting programs and stepping away from opportunities.

 

01/2012 – 12/2012

Materials Handler, Defense Logistics Agency, Puget Sound Naval Shipyard, Bremerton, Washington

Provide material support to the Puget Sound Naval Shipyard by supplying various HazMat and construction materials to the various jobsites within the yard. I routinely accessed national security sensitive sites in support of the national defense effort by selecting, moving, and packing HazMat products which I then loaded, secured, and transported to the various job sites.

This was a National Security position with access to numerous classified shops and job sites requiring a DOD security clearance.

 

10/2006 – 12/2011

State Security Guard 2, Western State Hospital, Lakewood, Washington

Provide security of the Center for Forensics Services at Western State Hospital, which houses patients being evaluated for mental defect in criminal court cases and patients who have been found not guilty by reason of insanity. Control entry and exit of all personnel, visitors, and patients/inmates into the unit.

Assist Law Enforcement officers with incoming inmates/ patients and escort them to the appropriate wards. Process new inmates/patients into a computer photo identification system. Conduct ward searches when requested by nursing staff or when a security break occurs. Operate communication devices related to duties. Provide full reporting of all incidents and violations of law and hospital policy. Conduct fire and safety checks of the building. Conduct yard searches for contraband before each daily yard out. Provide patient security for on and off grounds hospital watches. Provide patient escort for in-building and out of building movements and for patient recreation programs.

Search visitor packages for contraband, operates emergency vehicles, copy machines, computers, alarm panels and containment devices to include handcuffs and ankle restraints. Perform patient medical escorts and court escorts, responds to fire alarms, and personal duress alarms. Accompany and provide security for patient boundary walks. Communicate with other elements of the WSH security department. Report to assigned shift on time with the proper uniform and equipment. Compose and write proper reports for all security violations.

Conduct Patrols of the hospital campus in assigned emergency vehicles utilizing emergency lights and sirens. Writing tickets for traffic violations and parking infractions. Contacting the public and providing a safe and secure work environment for both staff and visitors. Provide security for the various wards and programs on the hospital grounds. Prevent escape and assist in the search of escaped patients when they occur. Provide information and liaison to local law enforcement and medical/fire services.

 

09/2005 – 11/2009

Forward Observer, United States Army National Guard

The role of the forward observer requires the individual to work closely in a team environment and move ahead of friendly forces in combat situations to seek out, locate, observe and report back on enemy movement and activity. To call in artillery fires, mortar fires, and close air support using various radios and communications systems. Knowledge of navigation techniques and systems, map reading, proper radio etiquette, procedures and rules are a must.

As an experienced member of a combat unit, I was charged with the instruction and training of fellow soldiers in weapons and tactics and various administrative fields. I served as an instructor for the Rapid Fielding initiative for the M150 Trijicon ACOG (Advanced Combat Optical Gunsight), the M68 Aimpoint Close Combat Optic, and various weapon systems and equipment in order to prepare and hold classes for other soldiers on the use of said equipment.

Other responsibilities included Modern army Combative Instructor (Level 1), Squad Designated Marksman, Combat Lifesaver, Rifle Range Coach, and Fire Support Team Leader.

Combat deployment in support of operation Iraqi Freedom (2008-2009).

Logistic Specialist/Explosives Technician, United States Marine Corps

Charged with the unit support in both higher and lower management levels, primary duties included maintaining unit readiness and deployment capability, updating records and databases, loading and unloading of equipment and personnel, accountability of vital materials and equipment. Additional certifications included Hazardous materials Certifier, Airlift Load Planner (Air mobility Command), and Explosives Handler.

As an Explosives handler I provided physical security and accountability for ammunition and explosives, ranging from smalls arms, grenades (explosive, incendiary, marking), and demolitions explosives (C4, det chord, etc.) during drawing, transportation, and delivery.

I also participated in conducting security operations, supporting smaller unit requests and logistical needs, dealing with various independent civilian companies and organizations, fulfilling customer requests through emails, phone, and on-site interactions, conducting forklift operations, preparing equipment for shipment via military and civilian air cargo, military sealift, and routinely conducting duties as the unit explosives handler in support of training and pre-deployment operations.

Other qualifications include Combat Shotgun instructor certification; Military Police Augmentation certificate (Oleoresin Capsicum qualified); Marine Corps Pistol qualified; and Rifle Expert qualified.
