  • Supervised staff of 20 Quality personnel from diverse and multi-cultural backgrounds in support of the LOGCAP III quality mission.
  • Established and maintained communications with contractor’s top management, including applicable functional managers such as production, engineering, and Quality Assurance (QA) personnel early in the contracting cycle to ensure understanding existed for acceptable quality evidence for performance of such things as purchased materials and vendor controls, shipment, and key process proofing/measurement and analysis.

  • Managed and maintained Quality Management policies and procedures, the basis being ISO 9001:2008 requirements, and defined inspection procedures for areas of the project to include: Materials, Property, Procurement as well as other functional areas listed in the Performance of Work Statement on Camp Lemonier.
  • Overall in charge of the management of 2 sub teams with 9 employees (2 direct reports)
  • Managed Quality oversight for 78 construction projects in different life cycles on a camp to accommodate approximately 1,500 military soldiers and associated personnel.
  • Managed prompt project Quality review of Inspection and Test Plans in accordance with the Vendor Surveillance Plans and other required documents in accordance with the Base Operating Services Contract.
  • Frequently interfaced with 16 Performance Assessment Representatives (Military counterparts that performed performance assessments on specific functional areas) to identify performance concerns and possible process improvements.

  • Reported to the Quality Manager on all aspects pertaining to implementation and execution of the company’s Quality Plan which is compliant with Federal Acquisition Regulation Part 46 (Quality Assurance)
  • Overall in charge of the supervision of 22 Quality Department personnel located at 5 U.S. military bases in northern Iraq.
  • Continually interacted with the DCMA QAR staff on process improvements and joint surveillances in support of the LOGCAP III Quality Plan.
  • Identified differences between contract technical requirements and current contractor processes.
  • Designated by the Quality Manager to lead quality construction projects to meet Government Quality Specifications, FAR’s, Task Orders (TO’s) and engineering specifications for 50 facilities located on 5 military bases in northern Iraq. These projects were scoped to address cost, quality and delivery. Conducted final joint approval of all projects with Army Contracting Officer (ACO) and Army Quality Assurance Representative (QAR).
  • Based on the frequency and severity of deficiencies identified from past audits, adjusted and distributed the Quality Risk Matrix. Provided justification for operational functional areas that are High-Risk, Moderate-Risk and Low-Risk as per the LOGCAP III Quality Plan.
  • Salvaged a 1.5 million dollar aeration pond construction project that was struggling to meet Army Quality requirements, was behind schedule and over budget. Completed the project on time, under budget and to contracting and quality specifications within 3 months of assignment.

  • Provided quality assurance through scheduled and nonscheduled audits to insure compliance with ITT’s transportation and logistics standard operating procedures at Camp Arifjan, Kuwait in support of Operation Enduring Freedom.
  • Performed audits on the supply department’s procedures of retrograde turn-in in support of Operation: Enduring Freedom.
  • Delivered turn-in documents from Army units to the Supply Department.
