Jun 2013 – Present: SENIOR PROJECT MANAGER, PARSONS Government Services, Washington D.C.

I provide operational oversight on 6 separate BOS contracts (formally First Support Services contracts) for 4 sites in the US and our Italy and Singapore contracts. I have provided extensive program management support for numerous programs, including stepping in as the acting PM for the WPAFB contract when required, as well as participating in an intensive Safety Assessment of the US individual contract sites under the T-4 FAA contract. I have supported the BD section by writing and delivering proposals for GUAM BOS, MAFB, WPAFB, and numerous other proposals, providing specific SME support when required. This support has included identifying the resources required to pursue a bid; establishing any infrastructure requirements, processes, and plans necessary; and confirming they are incorporated into the execution of the proposal. I recently assisted with a PARSONS training contract in Riyadh Saudi Arabia, developing syllabi for the facility inspection/QC program, adjusting presentations and delivering the course summaries to students. I am currently serving as the Logistic Manager for the Antarctica Infrastructure and Modernization Program. As such, I supervise some of the longest and most difficult cargo distribution routes in the world.  The distances involved, the limited transportation modes available, the necessary customs inspections through several countries, the frequency of delivery, and the volume limitations all contribute to the immense complexity of planning on-time delivery of needed for materials and supplies. I ensure complete verification of packaging, labeling, delivery and documentation for all project materials moving through Port Hueneme, CA with follow on to Christchurch, New Zealand and then the final destination of McMurdo Station, Antarctica.

 Nov 2011 – Jun 2013: PROGRAM MANAGER, G4S GS, Naval Support Activity, Manama Bahrain

I was the on-site Program Manager for BOSS (Base Operations and Support Service), and Security Operations Services, at NSA, Juffair, Bahrain.  I was responsible for ensuring contract compliance for all contractor-provided labor, management, supervision, tools, material and equipment. Areas of responsibility included NSA Aviation Unit, Bahrain International Airport, Muharraq, Bahrain; NSA Units at Mina Salman Port; DoDDS Bahrain School, Juffair, Bahrain; Isa Air Base; Al Riffa Army Base, other locations within the Kingdom of Bahrain and Jebel Ali, UAE. I had full authority to act for the company on all contractual matters relating to the daily operation of the contract and reported directly to the Company President. I provided guidance guaranteeing that the contract, which consisted of approximately $13.5 mil firm fixed price with IDID support, was administered as required, utilizing 512 direct hire employees. I briefed the Base Commander, Unit Commanders, Contracting officer, and representatives of the U.S. Navy regarding the function of, and support of the project sections.

 Feb 2011 – Nov 2011: PROGRAM MANAGER, FSSI (First Support Services, Inc.), WRIGHT PATTERSON AIR FORCE BASE, OHIO

            I oversaw the management of the Wright-Patterson Air Force Base (WPAFB) fleet of approximately 850 vehicles as well as maintenance for the Air Force owned vehicles. I managed all personnel, equipment, tools, materials, supervision, and the services necessary to perform vehicle maintenance, operations and analysis of the total fleet. Vehicles included in this fleet are general purpose, special purpose, construction, base maintenance, material handling, non-registered vehicles and equipment. I confirmed the management of the U-Drive services and provide base taxi service, bus service/shuttle, cargo movement, protocol support and other associated services is followed in accordance with the performance work statement. This also included the management of the maintenance and operations of general, special purpose, construction, base maintenance vehicles and material handling equipment affecting every organization on WPAFB. I was responsible for the performance of timely and high-quality maintenance and efficient operations management and critical day-to-day support of the base.

Oct 2010 – Feb 2011 PROPOSAL MANAGER/SME, THE PROPOSAL NETWORK LLC, VENICE, FL                                            As the Proposal Manager I was responsible for coordinating, preparing, and reviewing all aspects of the proposal response process. I had direct ownership of accurate and timely delivery of multi-million-dollar proposals. I provided guidance to the proposal team, so they quickly and accurately understand the grasp of a wide range of business and technical concepts, thus working effectively within a cross-team environment to prepare multi-product/service proposal in response to client requests. As a Subject Matter Expert, I worked with technical writers to confirm that product manuals, bid explanations, and work statement response requirements were accurate and usable.

July2007 – Oct 2010 PROGRAM MANAGER, AFS (AgilityFirstSupport), Morón AIR BASE, SPAIN

I oversaw the management  of and had complete responsibility for the performance of  a team of dedicated professionals who plan, organize, and manage all Vehicle Fleet Management, Vehicle Operations and Maintenance, Supply Analysis, Distribution and Warehousing, Aircraft and Ground Fuels Storage and Issue Management, Traffic Management (passenger, cargo and personal property shipments), Civil Engineers Operations (facilities maintenance, site maintenance, grounds maintenance, preventative maintenance, utilities management, material control and customer service), and Airfield Management activities for the Morón Air Base, Base Operations Support Services contract. I was solely responsible for the full scope of the contract regarding engineering, maintenance, operations and quality management for all the programs supporting the Government.  I managed and directed the business functions that support the Base’s technical, fuel, supply, transportation, civil engineer operations, and airfield management, programs and mission.  Key functions included corporate staff and command support, financial management, human resources management, quality program management, safety and environmental program management, supply and acquisition, information technology, and personnel security. I confirmed that the 712 assigned personnel in nine separate sections complied with the contract directives. I provided guidance guaranteeing that the contract, which consists of approximately 73 million euro of cost-plus award fee annually, with cost-reimbursable contingency support, was administered as required. I had full authority and responsibility for assuring performance objectives and standards were met. I briefed the Wing Commander, Group and Squadron Commanders, Contracting officer, and representatives of the Air Force regarding the function of, and support on the project sections.

 Feb 2007– July 2007 CAPTURE MANAGER, PWC LOGISTIC SERVICE, FRANKFURT, GERMANY & ORLANDO FLORIDA  

Worked on selected opportunities and oversaw bid strategies, pricing, teaming, and proposal strategies. I acted on the behalf of the executive sponsor for the proposal opportunities pursued. Identified the resources required to pursue a bid, established any infrastructure requirements, processes, and plans necessary, to manage their execution.

 Nov 2006 – Feb 2007 TRANSPORTATION DIVISION MANAGER, DEL-JEN INTERNATIONAL, LAUGHLIN AIR FORCE BASE, TEXAS 

            Requested by the company to carry out a review of the operation and put in place organization and processes to alleviate problems that were being experienced with a view to their upcoming UCI inspection. Implemented Division Plans, organized, and directed the activities of contractor employees assigned to Vehicle Operations and Maintenance (VOM), Personal Property Operations, Quality Assurance and Passenger Travel at Laughlin Air Force Base. Confirmed shipments for over 4,000 permanently assigned individuals and over 1,200 temporally assigned student pilots per year met contractual obligations.  I oversaw the contract compliance the provided high quality maintenance and support services at a reasonable cost. We worked with customers to track expected changes in demand for services and resources and tailored our structure to meet those ever-changing needs. I was also able to mobilize additional resources quickly to respond to unexpected surges in demand expected when supporting an Air Force Installation.

 Jul 2002-Oct 2006 PROJECT MANAGER, DEL-JEN INTERNATIONAL, ANDERSEN AIR FORCE BASE, GUAM

            Supervised and monitored contract team who planned, organized and executed all Vehicle Maintenance, Supply, Warehousing, Traffic Management, & Communications (internal) activities for the Andersen Air Force Base Supply & Maintenance contract.  Managed and directed the business functions that supported the base technical, supply, transportation programs and mission.  Key functions included corporate staff and command support, financial management, human resources management, supply and acquisition, information technology, and personnel security. I confirmed that the 145 assigned personnel in five separate sections complied with the contract directives. I had full authority to act for the company on all contractual matters relating to the daily operation of the contract and reported directly to the Company President. I provided guidance guaranteeing that the contract, which consists of approximately $7.5 mil firm fixed price with cost-reimbursable contingency support, was administered as required.

 Oct 2000-Jul 2002 DEPUTY CHIEF OF SUPPORT/FORCE VEHICLE MAINTENANCE & OPERATIONS MANAGER MULTINATIONAL FORCE & OBSERVERS, SINAI, EGYPT

As the Deputy Chief of Support to an Army O6 I directly oversaw the operation of all Facilities, Helicopter Support (Rotary Wing Service), Procurement and Food supply, General stores, Medical Stores, POL, etc. for a population of over 5,000 multinational troops located in 2 Major Base Camps and 22 Observation Posts throughout the Sinai Peninsula. Managed, supervised, and monitored the all Vehicle Maintenance and the Fleet Management of a total of 500 MFO vehicles in the Sinai region. Responsible for the preventive and corrective maintenance of 275 light GM multi-purpose vehicles, and 225 pieces of heavy equipment, operating in extreme conditions of climate and remote desert terrain. Managed, supervise, and trained a staff of 8 supervisors with 50 multi-skilled Egyptian national mechanics at two geographically separated vehicle maintenance facilities. Manage an annual budget of $1.3 mil for repair parts and materials. Negotiated all equipment, automotive, truck procurement at an annual expenditure of $7.3 mil per year. Responsible for all equipment/vehicle specifications, specialized vehicle/equipment design and implementation.
