The U.S. Army Sustainment Command awarded a nine-month task order award extension that began April 1, 2020 to continue providing base life support and operations and maintenance services in Afghanistan under the Logistics Civil Augmentation Program (LOGCAP) IV contract.

The extension, valued at $185 million for services requiring more than 2,900 personnel, is for various locations in Southern Afghanistan. More than 17,000 NATO troops are currently supporting Operation Freedom Sentinel in Afghanistan.

Army Carefully Considering Next Worldwide Logistics Contractors

Past versions of the contract were plagued by contractor misconduct that resulted in waste, fraud, abuse, and consequent harm to service members. The Army has delayed the award date multiple times, but one can hope it is to ensure the contract is granted to companies that will faithfully execute it.

According to the Department of Defense (DoD) — Jacobs Technology Inc., Ft. Walton Beach, Florida, was awarded an addtionation  $45,000,000 to a previously awarded contract W52P1J-13-D-0041 for global logistics and support services to the Army Sustainment Command Logistics Civil Augmentation Program (LOGCAP) and Army Contracting Command-Rock Island (ACC- RI) LOGCAP and Reachback Divisions. Funding and work location will be determined with each order with an estimated completion date of Oct. 20, 2016. Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity.

For the past 11 years, logisticians have had their hands full in Afghanistan. For one, the country is landlocked and far from a seaport. The terrain, especially in the strategically important east, is covered with mountains; and the country’s road network is much less advanced than the one in Iraq. Over the years, the Air Force and Army airdropped supplies on remote bases, from large parts for military vehicles parachuted out of airplanes to “Speedballs,” body bags filled with water and ammunition, that could be tossed out of a helicopter to resupply troops under fire.

For most of the past decade, the logistical focus has been on getting equipment out to troops fighting in remote areas. “Doctrine states when you’re starting an operation, it’s always a push,” says Major Rosendo Pagan, executive officer of the 18th Combat Sustainment Support Battalion. But with less than 23 months before the vast majority of U.S. Troops are out of Afghanistan, logisticians have focused much of their efforts on what Pagan calls “the pull phase”: bringing equipment back from far-flung outposts.

The United States has filed a civil complaint against Kellogg, Brown & Root Services Inc. (KBR) and First Kuwaiti Trading Company for submitting inflated claims for the delivery and installation of trailers to house troops in Iraq, the Justice Department announced today.  KBR is headquartered in Houston. First Kuwaiti, a KBR subcontractor, is based in Kuwait.

KBR is the Army’s primary contractor for logistical support in Iraq.  On Dec. 14, 2001, t he Army awarded KBR the LOGCAP III contract, the third generation of contracts under the Army’s Logistics Civil Augmentation Program (LOGCAP) since the program’s inception in the 1980s.  LOGCAP III required KBR to provide logistical support in the military theater whenever and wherever it was needed.  Support included services such as transportation, dining services, facilities management, maintenance and living accommodations for United States and coalition forces.  LOGCAP III was originally awarded to Brown and Root Services, a division of KBR.  The United States has paid KBR tens of billions of dollars for logistical support services since awarding the contract.
