PAE-Perini LLC has been awarded a task order on the Air Force Contract Augmentation Program V to provide civil engineer base operating support to the 379th Air Expeditionary Wing at the Al Udeid Air Base in Qatar. The total evaluated price is $63.8 million if all options are exercised.

PAE Inc., which offers operational services to the U.S. government and its allies, said Monday it has struck a deal to be acquired by a unit of Amentum Government Services Holdings LLC in an all-cash transaction valued at about $1.9 billion. Under the terms of the deal, Pae shareholders will receive $10.05 per share in cash, or a roughly 70% premium over the closing price on Oct. 22, the last trading day before the deal was announced.

According to the Department of Defense, the contractor was awarded a $12,473,525 cost added to previously-awarded contract N66604-05-C-1277 for Hurricane Matthew repairs to the Atlantic Undersea Test and Evaluation Center (AUTEC).

AUTEC is the Navy’s large-area, deep-water, undersea test and evaluation range. Underwater research, testing and evaluation of anti-submarine weapons, sonar tracking and communications are the predominant activities conducted at AUTEC. This modification increases the total value of the contract to $800,549,247.

U.S. Investigations Services may have found the only way to salvage the bulk of the remaining business and save the jobs of nearly 2,000 employees – selling its Global Security and Solutions business to PAE.

Terms of the deal were not disclosed, but the Global Security and Solutions business essentially was all that remained of USIS after the Office of Personnel Management cancelled its contracts for background investigations.

A former employee of a U.S. contractor pleaded guilty to conspiracy to defraud the United States in connection with a contract to provide reconstruction-related services in Afghanistan. Acting Assistant Attorney General David O’Neil of the Justice Department’s Criminal Division and United States Attorney for the Middle District of Florida A. Lee Bentley made the announcement. Alan D. Simmons pleaded guilty today before U.S. Magistrate Judge Patricia D. Barksdale in the Middle District of Florida.

The Special Inspector General for Afghanistan Reconstruction (SIGAR) just released a top-level analysis of State Department reconstruction funding in Afghanistan. SIGAR found that State has obligated nearly $4 billion for Afghanistan reconstruction between the beginning of fiscal year 2002 and March 2013, more than two-thirds of which ($2.8 billion, or 69 percent) will go to just one company—DynCorp International.

The State Department’s reconstruction effort relies extensively on contractors. Nearly 90 percent of State’s reconstruction funding—$3.5 billion—was obligated in 55 contracts awarded to 19 recipients, the largest of which is DynCorp. Readers of this blog are probably familiar with DynCorp’s colorful history in Afghanistan, which includes instances of labor smuggling, weak performance and overpayments on a base support services contract, botched construction work on an Afghan Army garrison, and lawsuits filed by disgruntled subcontractors.

PAE to Buy CSC's Applied Tech Division for $175M Virginia-based Computer Sciences Corporation has reached a definitive agreement with Pacific Architects and Engineers – PAE for the sale of its base operations, aviation and range services business unit, Applied Technology Division (ATD), for $175 million in cash. CSC acquired ATD with the 2003 purchase of DynCorp.

CSC will sell the aviation maintenance, base operations and maintenance, test and training range and space range businesses of ATD, while retaining the division’s training and simulation business. ATD currently performs work at more than 20 client locations in the continental United States.

The size of the U.S. military footprint in Africa has increased since the creation of U.S. Africa Command in October 2008. At the end of October 2008, there were about 2,600 U.S. military personnel and Department of Defense civilians on the African continent or on ships within the command’s area of responsibility. The number today is about 5,000, more than half of which represents the service members who serve tours at Camp Lemonnier in Djibouti, with the remainder serving on a temporary basis ranging from a few days to a few weeks. Much of this change is attributable to an increase in the number of exercises and military-to-military engagement programs in order to better enable African nations and regional organizations to strengthen their defense capabilities. On a much smaller scale, it also reflects a modest increase in the staff sizes of DOD offices resident in U.S. embassies, which average just a small number of staff members.

ARLINGTON, Va., PAE has been awarded a contract from the U.S. Department of State (DoS) Bureau for International Narcotics and Law Enforcement Affairs (INL) to provide administrative, technical, maintenance, training, and logistics/procurement support to the Colombian National Police Aviation Program (ARAVI), which supports counternarcotics efforts throughout the country. The value of the contract is approximately $149M for a period of performance consisting of one base year with the possibility of four one-year option periods.
